This position is assigned to Fleet and Family Readiness (FFR); Commander, Navy Installations Command (CNIC); Washington, DC. As the Strategic Communications Director for the FFR Director (N9), at CNIC Headquarters (HQ), serves as the primary communications representative, ensuring communications, strategies, and legislative views/positions are fully coordinated before delivery to Navy and Office of the Secretary of Defense (OSD) leadership, Congress, the media, and other stakeholders.

Candidate must possess at least 5 years of specialized experience in developing and overseeing implementation of a strategic communication plan in support of organizational policies and programs.
A qualified candidate possesses the following:
Knowledge of and ability to interpret regulations, instructions, operating manuals, policies and procedures governing program operations.
Knowledge of communication principles, methods, practices and techniques; analytical and evaluative methods; and interpersonal relations practices.
Knowledge of the process used to effect change.
Knowledge of all aspects of the CNIC N9 principal mission, functions, products, services, operations, and organizational relationships with serviced Commands/Installations.
Knowledge and understanding of DoD/DON philosophy, goals, vision, policy and programs relating to enterprise-level business operations.
Knowledge of techniques and formats required for effective communication with flag level officials.
Knowledge and understanding of the overall strategic issues, especially those relating to the CNIC AOR, in order to serve as congressional liaison for CNIC and principal advisor on strategic communication and congressional issues to the N9.
Skill in developing and overseeing the implementation of a strategic communication plan.
Skill in providing technical advice on developing and promulgating effective communication and outreach strategies in support of organization policies and programs.
Skill in evaluating the content of new or modified legislation for impact to area of responsibility (AOR).
Ability to apply communication skills to prepare communication material, congressional testimony and correspondence, respond to inquiries from senior Navy leadership, anticipate issues and engage leadership accordingly, develop and evaluate information programs, analyze public reaction to programs and policies, and integrate diverse points of view in communication planning.
Ability to cover rapidly changing situations and diverse subjects.
Ability to present diverse and unique program concepts to top management officials and to communicate formally and informally to individual groups of echelon managers.
Ability to be tactful and diplomatic and to exhibit a high degree of administrative management skill and judgment in coordinating personnel and material resources for congressional engagement and products.
