The incumbent serves as a program expert and program advisor in the Center for Policy & Performance Management (CPPM). Provides program expertise and advice on the formulation, implementation and evaluation of SSA personnel policies and directives in support of the Agency's personnel management program.

Duties

Serves as a program expert and program advisor in the Center for Policy and Performance Management (CPPM). Provides program expertise and advice on the formulation, implementation and evaluation of SSA personnel policies and directives in support of the Agency's personnel management program. Provides authoritative advice and recommendations on CPPM operations for use in establishing priorities and formulating policies. Develops and presents analysis of controversial matters and performs confidential and sensitive assignments for the Director and, as requested, for the OPE Associate Commissioner (AC) and OPE Deputy AC. Provides advice and assistance to the Director and other OPE managers on a wide variety of personnel policies, directives and issues having Agency wide impact. Makes suggestions for improvements in personnel program systems and processes. Prepares background papers, confidential reports, briefing materials and recommendations from the Director to the OPE AC as well as to other high level agency officials which involve SSA wide personnel issues.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include providing agency management guidance on laws, regulations, and personnel policies; serving as an expert in analyzing, evaluating, and implementing the design and execution of agency policy; responsible for designing and conducting comprehensive studies; identifying and proposing alternate policies; evaluating and making recommendations concerning overall plans and proposals for complex agency projects; and consultative skills sufficient to provide authoritative advisory services and/or develop authoritative policy interpretations.
