You will serve as a OFFICER AND ENLISTED PROGRAMMED AUTHORIZATIONS PROGRAM MANAGER in the MANPOWER, ACCOUNTING AND ASSESSMENTS BRANCH of PERS WASHINGTON.

Duties

You will serve as a manpower analyst and Subject Matter Expert for all matters related to Officer and Enlisted Programmed Authorization (OPA/EPA). You will review all data inputs received from Officer/Enlisted Community Managers, Requirement Officers and Strength Planners to ensure a proper mix is incorporated into OPA/EPA. You will apply a broad range of qualitative and quantitative analytical and evaluative methods to assess program effectiveness and management of complex processes. You will provide advice, guidance and instruction to Navy managers and resource analyst in the use and interpretation of the programmed authorization data worksheets to balance each Unit Identification Code (UIC) at the end strength. You will recommend changes and improvements in the Programmed Manpower Authorization System (PMAS)/Total Manpower Management System (TFMMS) process. You will provide improvements and recommendations and assists in the development of the Plan of Actions and Milestones (POAM) to implement approved changes. You will provide oral and written briefing and presentations to various audiences on manpower authorizations, manpower trends, and areas for improvement.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating manpower adjustments to ensure alignment with objectives; 2) Conducting studies on manpower issues impacting an agency (e.g., organization structure, authorizations, end strength, staffing requirements, etc.); 3) Analyzing performance results using automated database systems; and 4) Using manpower related databases to gather and analyze data and to present findings.
