You will serve as a PROGRAM ANALYST in the Deputy Under Secretary of the Navy National Security Integration Office. .

Duties

You will develop and implement specialized security and operations security techniques, practices, and policies supporting a wide variety of activities and missions. You will be responsible for the administration, management, and oversight of sensitive support to selected components, activities, and operations. You will analyze complex operational requirements and develops risk mitigation strategies to ensure operational success. You will identify areas for internal and external process improvement and ensures that the office is fully informed of emerging capabilities across all warfare communities and domains. You will evaluate support requests for propriety, feasibility, legality, and risk, ensuring they conform to applicable policies, procedures, regulations, and directives. You will work as part of a cross-functional team in regards to designing, staffing, analyzing plans and products to synchronize supporting intelligence, operations, and activities across mission-related offices and agencies to meet project demands. You will perform continuing evaluation and analysis of assigned areas to reflect program status and identify areas requiring attention and establish unique support methodologies to meet special security requirements. You will develop, revise, and update program procedures contained in manuals and instructions and prepare and coordinate memoranda of agreements governing support relationships.

Requirements

  • Must currently have and able maintain a TS/SCI security clearance/access. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • A Non-Disclosure Agreement must be signed.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is subject to a random Counter Intelligence (CI) Polygraph. Employee must achieve and maintain all organizational required certifications.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Resolving technical, policy or procedural issues affecting the provisions of sensitive support (e.g., identity data management); providing security support to various programs and agencies; AND analyzing processes and procedures to evaluate program effectiveness, recommend improvement, and implement risk mitigation strategies.
