Job opening: SUPERVISORY INFORMATION TECHNOLOGY PROJECT MANAGER

Salary: $132 368 - 172 075 per year

The position is located in the Office of Information Technology (OIT), Court Services, and Offender Supervision Agency (CSOSA) for the District of Columbia. OIT is responsible for providing information technology services to support the mission requirements of CSOSA. Organizational functions of OIT include the development, delivery, and management of a wide range of information products and services, including applications, networking, and telecommunications technologies.

Duties

IT Technical Project Management Plans and develops objectives and milestones for long-range IT projects that involve substantive, mission-oriented programs, such as projects implementing enterprise-level applications and/or changes to IT infrastructure to meet an agency's modified business processes. Conducts analyses, develops project goals, objectives, and strategies, as well as other strategic, tactical, and business planning activities. Lead the Enterprise Team covering the areas of IT budget, inventory, and customer relations. Work closely with customers to determine short- and long-range programs and business IT tools, software, application needs and ensure needs are clearly understood and initiated within the OIT Operating Plan. Provide guidance and track the implementation of enterprise-wide initiatives and operations with focus on projects in the area infrastructure and customer support. i.e., network, server, cloud implementation. Manages IT projects with high complexity or risk, such as agency-wide system integrations that include large-scale enterprise resource planning. Develops and implements project management procedures, tools, templates, activities, and infrastructure. Integrates configuration management, information technology architecture, infrastructure design, and systems integration aspects into overall IT project plans. Identifies standards for change management and controls the change process by reviewing configuration change requests. Designs and oversees systems testing procedures and functions. Develop various IT operational artifacts, polices, SOPs, reports, and presentations. Develops information systems security plans and procedures and ensures that they are in compliance with federal laws, regulations, policies, and standards. Develop comprehensive project management plans for each applicant project including schedules, priorities, and resource requirements/management. Performance management and customer management sufficient to set up program evaluation criteria, manage customer expectations, and overall project management objectives. Tasks include: Developing long-range project milestones for implementation of enterprise-level changes to IT software systems. Determine the actions to be taken in guiding the accomplishment of information technology program objectives for a major agency organization. Determine and employ methods to evaluate the design and functionality of the systems in use, such as developing and implementing effective coding, design, and testing practices. For example, apply programming knowledge and methodologies to enhance integrated system performance and capacity levels. Manage IT projects with high complexity or risk, such as integration of agency-wide systems that included large-scale enterprise resource planning. Provide authoritative analysis and guidance in developing solutions for problems associated with agency-wide technology programs. Analyze and reconcile conflicts between agency objectives and technology requirements. Solve difficult and unique problems requiring novel approaches to implement problem-solving strategies. For example, initiate design specifications, modular top-down designs, step-wise refinement, or algorithm development for major technical initiatives. Information technologies to include system design, networking, telecommunications, data management, and computer equipment analysis. Provide technical expertise and develop policies and guidelines for customer support services. Develop service level agreements (SLAs) that define requirements and expectations for the delivery of customer support services. For example, resolve issues related to the delivery of services, and explore ways of upgrading or enhancing the level of services provided. Supervisory Supervises directly or indirectly staff assigned to enterprise team. These areas include OIT Inventory, Customer Support and Budget, IT Policy. Plans and assigns work to subordinates, establishing time frames and priorities; prepares performance standards and evaluates performance; counsels employees on work and administrative matters; interviews candidates for positions, and takes or recommends personnel actions; identifies training needs for staff; administers leave policies and programs in affirmative action and equal employment opportunity; assures that work products meet standards in areas such as deadlines, accuracy and quality; and identifies means of improving the efficiency and effectiveness of the function. Oversees the development and administration of the IT Operation Plan. Servers as senior point of contact for the agency inventory. Oversee Customer Support activities and ensure integration, communication of activities through OIT.

  • This is not a virtual or remote position; you must live within or be willing to relocate within a commutable distance of the duty location which is Washington D.C. (District of Columbia).
  • A one-year supervisory or managerial probationary period may be required.

Qualifications

In order to qualify for this position, you must meet all of the Basic Requirements and Specialized Experience as stated below. Basic Requirement: Applicants must have IT-related experience demonstrating each of the four competencies listed below (these competencies must be explained as demonstrated acquired experience in your resume': Attention to Detail - experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards. IT-related experience demonstrating this competency include Performing database and application performance monitoring. Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs. IT-related experience demonstrating this competency include Creating and maintaining user roles and assigning privileges in database applications. Oral Communication - briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience. IT-related experience demonstrating this competency include Expressing information technology information recommendations to employees and managers. Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions. IT-related experience demonstrating this competency includes - Assessing and correcting database application configurations. In addition to meeting the Basic Requirements, qualified applicants must possess one year of Specialized Experience equivalent to the next lower grade (GS-13) in the Federal service, which demonstrates the ability to perform the duties of the position. Specialized Experience for this position is defined as (you must meet all the standards listed below): Project management experience planning, initiating, and managing major or large-scale information technology (IT) projects for a large corporation, company, business, organization, or agency. Serves as IT Project Manager/Leader on a major IT-related project that includes managing team members, distributing tasks to project team members, presenting project plans, and tracking the progress and performance of team members (to include outside contractors) for large corporation, company, business, organization, or agency. Experience leading and guiding the work of an IT technical staff (to include outsourcing to contractors) in IT-related projects. Experience developing long-range IT project milestones for implementation of enterprise-level changes to IT software (and hardware) systems. Serves as liaison between business (to include stakeholders) and the technical aspects of IT-projects. Extensive experience planning and implementing IT-related projects through each stage of the project from beginning to the end which includes budgeting, project scope, work-breakdowns, organizing key project events, milestones, and assess business implications for each stage. Monitoring the progress of IT projects to assure deadlines, standards, and cost targets are met. Experience effectively planning and managing an IT network security to include the cyber-security framework for a large company, organization, or agency. Demonstrative knowledge and understanding of IT Enterprise Architecture (EA) and IT Infrastructure Design and how they work together in creating Enterprise Architectural Planning (EAP) strategies. Demonstrative knowledge and/or experience in IT Infrastructure Design which includes the architecture and typology of software, hardware, Cloud-based data warehousing, and networks, including LANS, WANS, and telecommunications systems, their components and associated protocols and standards, and how they operate and integrate with one another and with associated controlling software. Contracting Officer Representative experience ensuring the requirements of assigned contracts are met through monitoring the contractor's progress and resolving any issues that may arise. Note about experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
