The primary purpose of this position is to serve as a Program Specialist (Policy Manager) The position is located at the Richard L. Roudebush VA Medical Center within Veteran Health Indiana (VHI) in the Quality, Safety & Value (QSV) Service. The incumbent will be part of a team supporting duties under the Supervisory Nurse Manager for Quality Management, providing professional support to the Numbered Memorandum (NM) and Policy programs for which QSV has oversight.
Duties
Duties Include:
Responsible for administering, analyzing, and performing work involved in establishing, disseminating or managing VHI policy.
Advises Health System management and ensures compliance with Federal and State laws governing policies critical for healthcare administration.
Responsible for educating Service Chiefs and supervisors of policy changes or new policies within the Department of Veterans Affairs (VA) to assist them in meeting all directives.
Implements procedures to manage VHA policies, Numbered Memorandum (NM), and external policies and that impacts the operation of the Richard L. Roudebush VA Medical Center within Veteran Health Indiana (VHI) including multiple CBOCs.
Assists in the development of policies, processes, instructions, and procedures resulting in standardized procedures across medical center operations.
Ensures accountability with directives, laws, statutes, and guidance within the medical center and CBOC's.
Assists in the writing, development, and submission of implementation plans and policy documents that support VHA operations
Provides assistance and services to VA staff members of all levels to improve policies affecting patient care, performance outcomes, and effective clinical operations.
Researches, analyzes, interprets, applies laws, regulations, policies, and guidance to improve medical center operations.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience providing advice to staff and senior managers which may include interpreting regulatory policies, developing and implementing local policies; experience preparing and providing educational opportunities for staff; experience providing advice and consultation to their teams to educate them regarding local and external policies and procedures maintaining regulatory documents. Use of strong oral, written and computer communication skills to teach/mentor policy procedures to management and staff. Preparing written responses, reports, information materials for a variety of audiences. Experience expressing facts and ideas in writing in a succinct and organized manner. Establishing high quality working relationships with managers and staff throughout the facility and with representatives of other organizations with Policy and Privacy/Freedom of Information Act (FOIA). Developing process improvement strategies to be shared with the medical center staff. Experience with to develop a system of internal monitoring that identifies potential organizational risks through trending, severity, and skills assessment. Have a working knowledge of Cloud computing and acting as subject matter expert on technical issues relating to Microsoft Office programs to include Word, Excel, PowerPoint, Outlook and interface with SharePoint Online.
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.

Physical Requirements:
The employee does sedentary work, such as sitting comfortably. There may be some walking, standing, bending, carrying of light items. No special physical effort or ability is required to perform the work.
