Duties

WHAT YOU'LL BE DOING DAY TO DAY As a Supervisory Grants Management Specialist, you will use your knowledge of and experience to optimize business results and customer experience by: Manages the planning, direction, and execution of all organizational operations, and providing administrative and technical oversight to subordinate staff. Determining goals and objectives that need additional emphasis; determining the best approach or solution for resolving budget shortages; and planning for long-range staffing needs, including the determination of whether contract resources are needed. Acquiring and managing the necessary resources, including leadership support, financial resources, and key personnel (Federal employees and contractors) to support programmatic oversight and management goals that reduce overall organizational risks. Participating with senior level staff in the development and evaluation of program plans and the overall management of the various formula grant programs, bringing specialized areas of competence to this effort. Participating with program staff in discussion and negotiation of grants, both prior to submission of formal applications as well as in continuing negotiations after award of an initial grant. Responsible for establishment, maintenance, and content of the official individual grant flies and maintaining the general program information files; assuring inclusion of all materials and documentation required by policy. Participating as necessary with on-site visits in preparation for grant reviews, particularly to programs of a large dollar value to review financial issues related to the application. Providing advice on grantee Organization's business management systems as required. Participating as a principal speaker/participant in selected sponsored management seminars and workshops, and in those hosted by representatives of the grantee community, for interchange of ideas between senior grants managers and grantees, and for discussion of new policy formation and implementation, regulations, and procedures, and aspects of grants administration of common concern and interest. Serving as the focal point for receiving and responding to all correspondence related to business management activities, signing as authorizing official of all requests for re-budgeting and carryover of grant functions.

Qualifications

WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one-year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing at least three (3)of the following: Providing leadership in the oversight and administration of grant administration processes and procedures. Administering and coordinating complex grants portfolio including cooperative agreements and highly technical special projects. Interacting with high-level contacts such as Program Directors, legal counsel, and prospective awardees concerning the evaluation of grant and cooperative agreements. Drafting written communications to present sensitive recommendations to higher authorities on policies affecting awards for public health and/or social services-related programs and projects. Monitoring progress due to criticality and visibility of the program and frequently acts as the grants management decision maker concerning an action being reviewed. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
