The primary purpose of this position is to serve the Directorate of Staff providing senior leadership, specifically, the Chief, Warfighting Intergration & CIO with objectively based information for making decisions on systems lifecycle development, integration and including electronic business and assessments managment systems.
Duties
Establishes time phasing of program element compatible with Air Force planning objectives.
Serves as the AF/CIO A6 Program Element Monitor. Responsible for the management of the day-to-day funding issues associated with assigned program elements (PE's)
Assists Directorate staffs in the development of policies and procedures for effective planning, programming, budgeting, and management of software systems modernization, data administration, and other Communications and Information efforts.
Plans and allocates resources to accomplish multiple projects/programs.
Serves as liaison between the functional community, Air Staff components, DoD agencies and all _levels in between.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

- Incumbent is required to acquire and retain Secret Clearance.
- This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.

Qualifications
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). Click here for the occupational requirements for this position.
SPECIALIZED EXPERIENCE: Applicants must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes applying mastery knowledge of general communications and telecommunications policy, technology, and programs implemented on an HQ level. Application of a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements and convince management toward a specific course of action. Comprehensive knowledge of communications policy requirements to function as an authority in assignments requiring the application and operations and maintenance in communications and computers. Mastery knowledge of Federal ADP policy promulgated by Congress. The Office of Management and Budget, the National Institute of Standards and Technology, and the General Services Administration. Mastery communications-computer systems to provide expert advice to management in DoD and other Air Staff elements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Master knowledge of communications-computer and information technology concepts, principles, techniques, etc. to develop policy, plans, requirements, procedures, and respond to current operations and maintenance issues.
2. Knowledge of current communications and computer systems design operations and configuration, facilities, practices in the United States Air Force.
3. Knowledge of hardware and operating configuration, policies and procedures are essential.
4. Knowledge of life cycle process for systems and trends in present and emerging communications-computer systems and information technology.
5. Skill and ability to speak and write effectively, highly complex and possibly sensitive issues and statements prepared for senior military, government, and private sector management officials. Ability to give briefings, chair meetings, leads task forces and prepares rep01ts at the senior leadership level.
6. Expett knowledge of communications-computer systems architectures, integration and interoperability. Knowledge of the Financial Planning, Programming, and Budget System.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
