The VA Northeast Ohio Healthcare System is recruiting for a Program Analyst to function within Psychology Service. The position is responsible for independently reviewing, analyzing, and evaluating numerous assignments autonomously for the clinical managers of the assigned program(s), as well as providing clerical and administrative support to the Administrative Officer and Supervisory Management Analyst.

The Program Analyst serves as the technical expert regarding section-specific operational issues, and administrative support to Primary Care Mental Health Integration and other Psychology Service programs as assigned by the Supervisor or the Administrative Officer. In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service. Applicants who were previously selected under a Competitive Delegating Examining Office (DEO) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting with collecting, compiling, and/or tracking data and statistical information in support of program operations; monitoring and updating reports; identifying, analyzing, and recommending solutions to problems; making recommendations based on analysis of statistical data for process improvement; organizing and scheduling meetings; maintaining computerized databases or information tracking systems. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education or a J.D., related to the work of the position. One year of graduate education is 18 semester hours or the number determined by the school attended to represent one year of full-time study (Transcripts must be submitted). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of qualifying specialized experience and education as described above to qualify at the GS-9 level for the Program Analyst position. This is determined by adding total qualifying experience as a percentage of the required experience and education as a percentage of the total required. The total percentage must equal 100 percent. Only education in excess of the first 18 semester hours (i.e. beyond the first year of graduate level education) is creditable towards meeting the specialized experience requirement (Transcripts must be submitted). You will be rated on the following Competencies for this position: Data Management: Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes. Manages and Organizes Information: Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. Project Management: Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance. Analysis and Problem Solving: Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action. Administration and Management: Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Preferred Experience: Appointment scheduling and clinic management experience. Technical experience with VISTA, GUI, LEAF, Informatics Analytics, Power BI Physical Requirements: The work is primarily sedentary but does require some walking, standing, bending and carrying lights items such as books and papers.
