The position is in the Fayetteville NC VA Health Care System, Dental Services. The purpose of the position is to direct and perform all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of the Dental Clinic.

Duties

General Description: The incumbent serves as the primary resource person responsible for providing administrative leadership and coordination, both within and outside of Dental Services and the medical center, as appropriate. As such, the incumbent coordinates the administrative/operational and planning activities within the three main locations, which include Fayetteville, Wilmington, and Goldsboro with future for Jacksonville. Major duties and responsibilities include: Compiles information and prepares administrative reports for leadership briefings and sharing with partners and stakeholders. Provide full staff assistance on administrative matters by overseeing and facilitating the administrative management for the Office. Works independently to develop and plan strategic processes in compliance with directives, concerning administrative matters. Designs and execute policies and procedures to manage administrative and personnel related functions. Participates in the planning for budgeting needs and financial management for the Office in collaboration with the Chief of Dental. Works closely with Human Resources to announce positions, create boarding packages, coordinate interviews with the selecting official, and establishes start dates for candidates. Provides position management duties and coordination of all activities within the service including hiring, retirement, transfer, resignation, and all other personnel matters. Participates in the training and education of Dental staff to assure that all VHA guidelines for education requirements, available educational opportunities, and other projects or training requirements are met. Participates in management meetings, makes recommendations that influence decisions. Regularly advises and assists the Chief and Assistant Chief of Dental in problems involving the day-to-day functioning of the service. Responsible for quarterly safety inspections for the service and submits reports to the FVACHCS safety officer. Assist in preparation of responses to other surveys, Legislative/Congressional requests, and other public or private entity inquiries. Serves as the COR II for the Fayetteville, NC dental building lease including quarterly reporting to the contracting officer, maintaining accurate records, obligation of funds, and communication with the lessor regarding requests and/or performance. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill in applying analytical and evaluative techniques to identify and resolve issues/problems of a procedural or factual nature. Knowledge of the theory and principles of management and organization, including administrative practices and procedures common to organizations, such as those pertaining to areas of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records. Conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. Oral and/or written communication which will enable the employee to effectively assess a problem situation presented by an upset patient, family member, staff member or resident and to tactfully and professionally resolve the issue. Knowledge of medical/dental terminology used with a variety of diagnostic and treatment procedures provided to patients. Organizational skills with the ability to multi-task effectively. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate education. This position requires you to be able to travel, must have a current Driver License (DL), You will be rated on the following Competencies for this position: Administration and Management Contracting/Procurement Education and Training Communication Control of Funds Analysis and Problem Solving Organizational stewardship Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, but does require some walking, bending, stooping, standing stretching and carrying moderately heavy items, such as, but not limited to; manual documents, office supplies and/or data reports. Also, work involves spending a significant amount of time performing keyboard data entry and prolonged periods of data review via computer monitor. Concentration and sustained performance under prolonged stress may be required due to time factors in completion of work assignments within specified deadlines.
