The primary purpose of this position is to provide appropriate, specialized developmental care and instruction for children in the Child Development Center (CDC).

Designs, implements, and reviews activity plans.
Observes and evaluates each child's health and development and reports on and maintains records of observations.
Prepares and implements specialized programs for children with special needs, i.e., children with disciplinary problems, learning disabilities, or gifted children.
Provides technical guidance and leadership to junior employees assigned to assist with program activities and participates in special projects.
Requirements

- Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays
- Employee must maintain current certifications
- Must be able to satisfactorily complete the required training which includes but is not limited to child abuse prevention, recognition and reporting procedures, customer service, appropriate guidance, food handling, infant/child first aid and CPR
- Must be at least 18 years of age and hold a high school diploma or equivalent
- May occasionally be required to supervise the facility in the absence of the administrator. May occasionally be required to substitute for absent desk clerk
- Must possess maturity and good judgment and like working with young children and their families
- Selectee may be required to serve a probationary or trial period
- Must be able and willing to submit to a pre-employment physical as a condition of employment
- This position has been identified as having "regular contact with children", IAW Public Law 101-647 Section 231, and Public Law 102-190, Section 1094. A FBI fingerprint and State Criminal History Repository (SCHR) Check will be required
- Must have the ability to read, write and speak English
- Must complete additional training requirements to include Cardiopulmonary Resuscitation, First Aid, rescue
breathing, and food handlers.
- Training may be conducted during evening and weekend hours.
- May occasionally be required to work other than normal duty hours.
- Must satisfactorily complete a physical and keep current on all immunizations.
- This position has been identified as having "regular contact with children". IAW Public Law 101-647 Section 231, and Public Law 102-190, Section 1094.
- A FBI fingerprint and State Criminal History Repository (SCHR) Check will be completed on any person selected for this position.
- The actual work performed in this position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 551. This position has been designated as nonexempt.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
Qualifications

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. Candidates may be advanced without time restriction to positions up to GS-05 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of Child Development regulations, procedures, and processes.
Knowledge of early child development theory, methodology, and practices relating to physical, cognitive, social, and emotional development.
Knowledge of Child Development Center regulations, programs, and operations.
Ability to develop creative and innovative activity and special program plans.
Ability to promote and foster effective working relationships with others and to communicate effectively, both orally and in writing.
Ability to ensure the safety and hygiene of children through constant supervision, effective arrangement of space, and proper management of equipment.
