The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of Financial Management Specialist, GS-0501-13. Incumbent works closely with the supervisor in performing duties identified in the full performance standard core personnel document/core document.
Duties
- Performs budget formulation work involving preparation of detailed analyses and estimates of annual funding needs for AF/A10 organizations/programs into a consolidated budget request.
- Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding such as direct, annual, reimbursement funds and no year appropriations, apportionments, allotments, transfer of funds from other agencies, revenue from industrially funded operations and refunds.
- Presents, defends and competes for HAF resources during all phases of PPBE.
- Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE FOR GS12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes detailed, intensive knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of a functional area such as financial oversight, budget formulation, and/or budget execution.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS GS 12: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
SPECIALIZED EXPERIENCE FOR GS13: Mastery of the concepts, principles, practices, laws, and regulations of budget and finance. Comprehensive knowledge of the financial and budgetary relationships between subordinate and most senior levels of financial management and budgeting within the employing entity; and/or between the organization and programs of other Federal, State, and local governments, private industry and large public organizations.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the laws and regulations governing accounting procedures and generally accepted accounting principles and standards.
2. Knowledge of financial management systems and concepts.
3. Knowledge of automated data processing concepts, and systems capabilities, to effectively complete assignments
4. Skill in the design and development of programming procedures and specifications.
5. Skill in written and oral communication sufficient to prepare reports and guidance and to provide briefings on controversial or complex topics.
6. Ability to gather, assemble, interpret, and analyze financial management information and present it in written reports, statements, and platform briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
