The position is located at the Bureau of Fiscal Service (Fiscal Service); Deputy Commissioner, Transformation & Modernization; Deputy Assistant Commissioner (DAC), Information Services; Project and Provider Management Division (PPMD), Provider Management Branch (ProvMB). The ProvMB provides administration services for ISS's acquisition programs and services.
Duties
The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
Independently acts as a liaison between the Program Office and Procurement, as needed, for the purpose of facilitating the most complex IT purchases, conducting market research with a variety of contractor and consulting resources; serving as the COR for IT-related contracts; coordinating acquisition-related acceptance for hardware and software; and participating on technical evaluation teams in conjunction with technical experts from ISS and Bureau-wide business experts for the purpose of making recommendations for award to Procurement officials.
Independently performs COR responsibilities including analyzing existing maintenance agreements at least semi-annually, suggesting revisions or improvements to the procurement office, and reporting regularly on the status of contracts to the supervisor and key stakeholders.
Consolidating and co-terming multiple & often times complex contracts that involves data collection for possible true ups, consolidation/compilation of product lists, and conducting reviews with affected stakeholders to determine which products and/or services to renew.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience includes performing procurement contract management for a component of an organization to coordinate acquisition-related requirements processing.
Examples of such experience could include:
- Leading, planning, or executing contractual actions; OR
- Administering level II or level III contracts for assigned programs in areas such as information technology, management support services, or professional consulting services.
Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
- Experience applying procurement regulations, policies or procedures; AND
- Experience in both simplified acquisitions and large contracts.
OR
You may substitute education for general or specialized experience as follows:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR
You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.
For the GS-11, you must have been at the GS-09 level for 52 weeks.
