About the Position: The US Army Combat Capabilities Development Command (DEVCOM) Ground Vehicle Systems Center (GVSC), located in Warren, MI, is the Armed Forces' research and development facility for advanced technology in ground systems. DEVCOM is a major subordinate command of the US Army Futures Command (AFC). Serves as a Information Systems Security Manager (ISSM) or Assured Compliance Assessment Solution (ACAS) Analyst on the cyber staff.

Duties

Serves as an Information Systems Security Manager (ISSM) supporting the Senior Information Systems Security Manager (ISSM) under the general direction of the Chief Information Officer (CIO), Cybersecurity Office Supervisor or MATRIX organization. Serves as Subject Matter Expert and provides direct customer support through the assessment and authorization business process of the Risk Management Framework. Establishes guidance and implements a multi-tiered cybersecurity risk management process to protect information and systems. Performs security vulnerability alert monitoring, analysis and reporting; cybersecurity issue resolution; cybersecurity policy/guidance; implementation of security technologies. Prepares and submits assessment and authorization requirements which include the Army Portfolio Management Solution (APMS), FISMA, Continuity of Operations Plan (COOP), Tenant Security Packages, and other required documents. Performs periodic testing and evaluation of the effectiveness of information security policies, procedures, practices, and security controls with a sufficient frequency to mitigate risk. Leads audit teams or technical reviews in performing technical assessments to ensure that the system or applications proposed for accreditation or connection meets applicable Public Law, DA, DOD, NSA, and other federal security directives. Assists with cybersecurity administrative requirements including tracking projects, tasks, requests for information (RFI), and prepares and disseminates IA correspondence. Reviews, analyzes and evaluate IT Programs and projects for customers to determine their overall policy applicability to meet certification and accreditation, assessment and authorization requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain a Secret Security Clearance.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management Foundational Level 2 certification within 60 months as of entrance on duty.
  • Selectee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M, Information Assurance Workforce Improvement Program.
  • IAW DoD 8570-01-M and Army Regulation 25-2, Incumbent must obtain and maintain Information Assurance (IA) Management Level I and IA Technical Level II certification within six months of entrance on duty.
  • In addition to the baseline IA certification requirement, IATs with privileged access must obtain appropriate Computing Environment (CE) certifications for the operating system(s) and/or security related tools/devices they support.
  • This position may require evening, nights and weekend duty in support of mission requirements.

CCDC Ground Vehicle Systems Center (GVSC) is participating in an alternative personnel system known as the Personnel Management Demonstration Projection. The DE-03 pay band is equivalent to the GS-12 step 1 through GS-13 step 10 grade levels. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the DE-03/GS-12/GS-13 equivalent grade level: Your resume must clearly describe at least one year of specialized experience equivalent to the DB-02 pay band and/or the higher-end of the Pay Band equivalent to GS-11 grade level in the Federal service which includes the following: (1) Evaluating Information Technology (IT) systems (e.g. hardware design, operating systems, and software applications) to ensure they address Information Assurance (IA) security requirements; (2) Identifying and overseeing information security controls for systems infrastructure; (3) Conducting risk assessments or developing plans to avoid or reduce risks; and/or (4) Utilizing hardware and software tools to maintain and enhance information security controls This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE 02/GS-11). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
