You will serve as a FINANCIAL MANAGEMENT ANALYST in the Fleet Comptroller of COMMANDER US PACIFIC FLEET.
Duties
You will review and approve upward obligation packages. This includes ensuring that the packages are accurate, complete, and compliant with applicable regulations.
You will respond to customer inquiries and requests for assistance: answer questions about labor execution policies and procedures, resolve problems with labor execution accounts, and escalating issues to the appropriate level of support as needed.
You will gather and analyze data to identify trends and patterns in labor execution issues. This information can be used to improve the efficiency and effectiveness of labor execution operations.
You will develop and implement new processes and procedures to improve accuracy of labor execution. This may involve creating new training materials, developing new tools and resources, or updating existing policies and procedures.
You will review and analyze delinquent payment reports. This includes identifying the delinquent information and reminding commands of their payment obligations or escalating delinquent payments to the appropriate level of management.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
For GS13:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing financial activities to provide management guidance for the accuracy and compliance with the applicable policies, laws, and regulations of the organization's program financial operations. Examples are conducting analysis, transaction review or certification, and reporting for reimbursable and direct appropriated funds; gathering key supporting documents using interfaced systems (SABRS, CFMS, SYNCADA/OnePay, Jupiter, Advana and DCPS) as required for internal and external audits/reviews; developing and implementing Standard Operating Procedures.
For GS12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing financial administration assistance through analytical, technical, and administrative work for the accuracy and compliance with the applicable policies, laws, and regulations of the organization's program financial operations. Examples are assisting the lead analyst in conducting analysis, transaction review or certification, and reporting for reimbursable and direct appropriated funds; gathering key supporting documents using interfaced systems (SABRS, CFMS, SYNCADA/OnePay, Jupiter, Advana and DCPS) as required for internal and external audits/reviews; assisting in the development and implementation of Standard Operating Procedures.
