You will serve as a SUPERVISORY PROGRAM ANALYST (DEPUTY) in the STRATEGY AND FUTURE REQUIREMENTS DEPARTMENT (N5) of HEADQUARTERS NAVAL DISTRICT WASHINGTON.

Duties

You will develop and adapt new business methods and policies for continuous program improvement. You will formulate long- range accession plans throughout the Program Objective Memorandum (POM) and planning processes to ensure resources are available. You will assess budget performance in building budget forecasts (e.g., funding levels, civilian payroll, contract expenses). You will coordinate all phases of budget activities to prepare budgets for multi-year programs. You will coordinate with line managers in the assignment and review of tasks and project assignments to employees. You will develop strategic performance measurement data to address the linkage between strategic measures and operational requirements.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing the development of departmental organizational structure, policies, goals, and objectives; 2) Developing program goals, objectives and performance metrics; 3) Performing trend analysis to identify deficiencies in business operations and performance, and develop corrective measures; and 4) Initiating changes to position descriptions, developing job objectives, assessing work performance, and rating subordinates to ensure quality projects or programs.
