THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (TITLE 5), Position Description Number NGT5263000 and is part of the TN ARMYArmy National Guard.
This vacancy is covered by Association of Civilian Technicians (ACT), Chapter 103 (Volunteer Chapter).
Duties
As a TRAFFIC MANAGEMENT TECHNICIAN, GS-2130-09, you will support the DMC with the planning and execution of unit movements, and management of military convoys for all services moving within or passing through the state. Provide assistance in reviewing and validating Unit Movement Plans (UMP) and Unit Movement Data (UMD) prior to submission to Forces Command (FORSCOM). Coordinate with the various State Departments of Transportation (DOT) to determine highway availability, restrictions, and permit requirements. Provide official estimates of post mobilization transportation capabilities and requirements and disseminates information to appropriate military commands. Assist the DMC in day to day management of the General Services Administration (GSA) Vehicle Fleet as well as assigned Transportation Motor Pool (TMP) assets. Perform other duties as assigned.

- Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
- Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- Incumbent will complete The Intermodel Dry Container/Convention for Safe Containers Re-Inspection Course/AMMO-43 online within 2 months of employment.
- Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
Qualifications
GENERAL EXPERIENCE:Experience, education or training which provide a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have 12 months equivalent to at least the next lower grade level. Experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing.
