THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (TITLE 32), Position Description Number NGD1960000 and is part of the TN 118th WING, Air National Guard.
This vacancy is covered by Association of Civilian Technicians (ACT), Chapter 116 (Music City Chapter).
Duties
As a TRAFFIC MANAGEMENT SPECIALIST, GS-2130-11 (TITLE 32) you will, serve as the sole technical transportation advisor to all statewide or base operating officials on all matters dealing with commercial movement of personnel and equipment. Manage all materiel distribution activities, including organic ground transportation for cargo and personnel. Ensure that traffic management and transportation services required to support the mission are accomplished. Inspect, or provide for inspection of, commercial carrier terminals to locate and expedite delivery of astray government
shipments. Review, as required, individual paperwork associated with a Permanent Change of Station (PCS) Personally Performed Moves (PPMs) to ensure requested reimbursement on charges are in line with a commercial PCS move. Procure domestic and international travel for both military and civilian passengers. Provide coordination, as required, for the base's Space Available (A) travel program which may include but is not limited to: oversight of the manifesting of passengers, coordination with Base Operations and Security, checking passenger credentials to determine authorization for Space A use, and/or providing security and safety briefings to passengers. Coordinate with functional managers to ensure assets (i.e., reusable containers) are accounted for, serviceable, properly stored and maintained for deployment. Exercise supervision over subordinate employees. Perform other related duties as assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
- Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.

Military Grades: E-7 through E-8
GENERAL EXPERIENCE: Experience in developing policies and administering the management of traffic programs, plans and directs traffic operations within the program and performs necessary technical work involved in obtaining economical and efficient transportation of equipment, supplies, and personnel in support of these operations.
SPECIALIZED EXPERIENCE: Must have at least 1-year specialized experience equivalent to at least the next lower grade; experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs. Experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States).
