THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (TITLE 5), Position Description Number NGT5262000 and is part of the TN ARMY Army National Guard.
This vacancy is covered by Association of Civilian Technicians (ACT), Chapter 103 (Volunteer Chapter).
Duties
As a TRAFFIC MANAGEMENT TECHNICIAN, GS-2130-09, you will serve as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment. Ensure that traffic management and transportation services required to support the mission are accomplished. Inspect, or provide for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments. Procure domestic and international travel for both military and civilian passengers. Maintain all transportation related automated systems and databases to support the Traffic Management Programs for the State. Perform other related duties as assigned.
Requirements

- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Incumbent will complete Hazmat Certification and Radiation Safety Training within six months of employment and recertify every two (2) years.
- Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
- Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
- Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
Qualifications
GENERAL EXPERIENCE:Experience, education or training which provide a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have 12 months equivalent to at least the next lower grade level. Experience, education, or training, involving the movement of freight or passengers and determining transportation and operating costs. Experience participating in the direction and coordination of traffic management functions. Experience interpreting and providing routine advice on carrier tariffs and related routing guides. Interpreting regulations/requirements and developing local policies to implement changes effectively. Experience applying applicable Federal, State, and local laws and regulations concerning transportation and traffic procedures. Experience preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges. Experience which involved negotiations with carriers on individual shipments or traffic movement. Experience in making effective presentations both orally and in writing.
