About the Position: This position is located at the U. S. Army MSCoE, Homeland Defense Civil Support Office at Ft Leonard Wood. FLW is located in the beautiful South-Central Missouri Ozarks. The Fort covers more than 61,000 acres and is located in Pulaski County, Mo. Bordering the installation to the North are the towns of Waynesville/St Robert and Interstate 44. St Louis is a 2 hour drive to the East along I-44 and Springfield is a little more than an hour drive to the West of Ft Leonard Wood.

Duties

Instruct Urban Search and Rescue (USR) courses, lesson plans, and supplementary instructional packages to the Chemical, Biological, Radiological and Nuclear (CBRN) Response Enterprise (CRE) and Department of Defense agencies. Develop various training manuals, study guides, lesson plans and other available reference sources to present training. Present training in classrooms, training areas and field environments. Perform extensive analysis of accumulated data and information on training packages. Review and extract elements of training and doctrinal supporting information required for the presentation of individual training packages. Analyze collective and individual instructional packages to assure conformance to guidelines and incorporation of new or required changes. Develop multimedia instruction products and determines the scope of unit and individual training requirements. Review training aids and devices to supplement course lectures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • This position requires lifting and carrying of objects weighing up to 170 pounds.
  • Incumbent will be required to pass and maintain forklift operator license, bucket loader license, skid steer license, and GSA vehicle license.
  • Position occasionally requires the wearing of respiratory protective devices. Employees may not have beards, sideburns, or other hair that will negate the effectiveness of the respiratory equipment by preventing an effective face-to-face piece seal.
  • An appropriate, valid driver's license is required and must be maintained for the position.

Specialized Experience: One year of specialized experience that demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction, which includes instructing others on a regular basis in tasks such as Rope Rescue, Confined Space Rescue, Structural Collapse, Trench Rescue, Vehicle Rescue and Machinery Rescue; ensuring training materials are technically accurate and functional with equipment and assigned personnel constraints; developing and reviewing course materials, aids, devices, etc., and evaluation of training results; teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; developing or reviewing training/course materials, aids, devices, etc., and evaluation of training results; and working in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in education or a subject area related to the position to be filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Education

Incumbent will be expected to function in adverse climatic conditions and under intense physical and mental stress. A pre-employment physical in accordance with NFPA 1582 standards will be required. A Physical Agility Test in accordance with NFPA 1583 standards will be required and must be passed within 30 days of employment. Two attempts will be allowed to pass the physical agility test within the 30 day window. A periodic physical examination, physical agility test or medical surveillance will be required at least annually. Demonstrating these physical requirements, as well as ongoing maintenance of certification levels described below, are critical to enable the incumbent to perform the essential functions of the position. Failure to meet and maintain these requirements for any reason may result in disqualification of eligibility for position and/or termination of employment.

Incumbent will attend an IFSAC and/or PROBOARD accredited course (provided at the Governments Expense) and within 6 months of employment. Must attain a Level I and Level II certification in the following disciplines: Rope Rescue, Confined Space Rescue, Vehicle Rescue, Machinery Rescue, Collapsed Structure Rescue, and Trench Rescue in accordance with NFPA 1006 to include certification at the HAZMAT Operations Level I in accordance with NFPA 472. Failure to attain satisfactory certification in the above mentioned six disciplines at Level I and Level II and HAZMAT Operations Level certification may result in termination of Employment. NOTE: If incumbent is unable to meet this requirement within six months of employment due to issues beyond his/her control, special consideration may be granted to extend the time allowed for this requirement. Specific examples would be cancellation of course by host or insufficient funds for TDY. No personal extensions will be allowed.
