This position is located in the Employment Litigation Section. As the Civil Rights Analyst, you will support the Section's investigation and enforcement under Title VII, USERRA, the PWFA and EO 11246 through managing the Section's Complaint Referral Unit, analyzing the evidentiary record in designated complaints and referrals, recommending dispositions, and preparing reports and recommendations based on the results of data analyses.
Duties
The incumbent will serve as a Civil Rights Analyst. Duties include, but are not limited to:
Manages the day-to-day operation of the Section's Complaint Referral Unit (CRU), which supports implementation of the Section's enforcement responsibilities under Title VII, the Pregnant Worker's Fairness Act, USERRA, and EO 11246 and related authorities by managing intake and out-processing of complaints and referrals.
Develops and maintains a workflow tracking system to manage complaint referrals, respond to status inquiries, provide updates and final outcomes.
Directing assignments within the CRU, and preparing reports, as appropriate.
Provides support to Section managers, attorneys, and staffing developing projects including investigations, litigation, compliance monitoring, data analysis, complaint intake, correspondence, or document management.
Prepares reports and draft correspondence; responds, either orally or in writing, to inquiries from State and Federal officials (including members of Congress), other Federal agencies, and members of the public about relevant issues relating to the Section's activities with respect to all matters assigned.
Compiles, reviews, and analyzes qualitative and quantitative data to support the Section's policy, statutory, and regulatory interpretations, investigations, litigation, and outreach.
Reviews, analyzes, and recommends appropriate action on relevant reports, other documents, data, and information, draft memoranda, presentations, or other documents for the Section managers and attorneys.
Qualifications
Specialized Experience Requirements
To qualify at the GS-13 grade level, candidates must have one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service or other pay system. Examples of specialized experience include:
(1) Provides expert guidance on enforcement of civil rights and discrimination laws (e.g., Title VII, the PWFA, USERRA and Executive Order 11246);
(2) supports staff in developing projects; manages, responds, and maintains correspondences and document management; and
(3) compiles, reviews, and analyzes information and data to support policy, statutory, and regulatory interpretations, investigations, litigation, and community outreach.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants applying for a grade higher than the grade you currently hold, must provide an SF-50, which shows type of service appointment, tenure group, grade, and salary. Your SF-50 Form must also show the length of time you have been in your current/highest grade (examples of appropriate SF-50s include Promotions, Within Grade/Range Increases, and SF-50s over one year old). No award SF-50s will be accepted. Current Civil Rights Division employees are not required to submit an SF-50.
