About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command, 106th Signal Brigade - Network Enterprise Center Fort Huachuca, AZ.

Duties

Support NEC in the development and management of service contracts and requirements packages. Provide technical advice, assistance, and training to NEC managers regarding personnel actions, funding, cost estimates, etc. Forecast funding requirements in support of NEC mission requirements. Manage the preparation and execution of Purchase Request and Commitments utilizing the automated GFEBS system. Serve as the Program Analyst for the coordination of the NEC support agreements program. Review support agreements to ensure that all costs are identified and calculated accurately and the mechanics for reimbursement or non-reimbursement are properly established. Provide general program management support to senior management. Responsible as a Government Purchase Cardholder (GPC) for the NEC.

Specialized experience would be demonstrated by analyzing data for project efficiency, assisting with research for organizational cost analysis, contracting functions to include the review and analysis of Statements of Work and other procurement documents, and develops annual budget requirements. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education, or LL.M., if related leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration/ Business Management, Human Resources. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
