This position provides Information Technology support to the Department of Clinical Research Informatics, Clinical Center, National Institutes of Health (NIH). The NIH is the principal biomedical research institution of the Federal Government. The Clinical Center is the research hospital responsible for ensuring the highest possible level of medical care for research subjects of the NIH.
Duties
Providing high-level technical and clinical informatics expertise for designing, implementing, and maintaining highly flexible solutions in the EHR database capable of supporting the intended business processes.
Following the change management process of entering System Change Requests, developing changes in the Development environment, and promoting the changes to a Production environment after testing has passed.
Providing a technical lead role during all stages of an assigned project.
Monitoring the systems and maintenance routines, providing input for planning and developing new policies and standards for use of the supported products.
Ensuring that technical documentation for users and the system is current and accurate.
Researching, evaluating, introducing and supporting new evolving technologies potentially of use to the NIH end user community.
Evaluating specifications and features of new products, performing product comparisons, feasibility and cost benefit analyses, and performance and compatibility testing, and makes recommendations for future implementation to management.
Documenting, tracking, and resolving user questions and problems for the full range of the organization’s hardware and software.
Identifying hardware, software and operational errors and documents and tracks via an electronic logging system.
Diagnosing and resolving problems in response to customer reported issues, and for researching, evaluating, and providing feedback on problematic trends and patterns in database requirements.
Providing customer training; and ensures the rigorous application of information security/information assurance policies, principles, and practices in the delivery of database services.

Qualifications
In order to qualify for an IT Specialist (DataMgmt), GS-2210 position at the GS-13 level, you must possess:
IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that I possess each of the following four competencies: 1. Attention to Detail - is thorough when performing work and conscientious about attending to detail; 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4. Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector in the IT field or through performing the following types of tasks: Designing, implementing, and maintaining solutions for systems that store, process, and communicate information; developing and offering IT related clinical informatics options which will support client stakeholder business needs and adhere to data build standards; conducting change management activities through the development, production and testing phases; and developing SQL queries to facilitate migration of data from one environment to another, based upon an understanding of system behaviors.
