This position is for a Project Coordination Specialist, Position Description Number T0043000 in the 116th Air Control Wing located at Robins AFB, Georgia.
This is a full-time, Excepted TERM, Not to Exceed four (4) years position which DOES NOT require a National Guard commitment.
Area of Consideration: Open to all current on-board OR re-employable federal employees/technicians within the state of Georgia.
Duties
As a Project Coordination Specialist, GS-0301-11, you will:
Analyze, coordinate and/or perform a variety of special projects/program assignments and studies which lead to resolution of management problems and improvement of operations. Independently develop a plan of action, recommend solutions. Coordinate with State ARNG/ANG Command staff, Directorates or Group Commanders and, NGB Functional Managers to obtain and exchange information and develop recommendations for management decisions. Monitor and analyze program/project progress, recommending changes based on findings as needed. Develop all reports, briefings, and status of assigned projects/programs. Perform a wide variety of support duties to facilitate the work of the office. Arrange scheduling of appointments, meetings, briefings, and other commitments that have a direct effect on future decisions and program direction.
Provide management information, advice, and assistance to the State ARNG/ANG Command staff, Directorates or Group Commanders on programs/projects assigned. The incumbent researches current Law, DoD, Department of the Army (DA), Department of the Air Force (DAF), NGB, and State policy, and uses judgment to decide appropriate policy and procedures in relation to current projects, taskings, issues and concerns. Analyze information and data; assess progress of programs, projects, and processes. Organize, manage, and present information to include recommendations both formally and informally via oral and written means. Use knowledge of graphics software to prepare charts and graphs, database or spreadsheet software to enter, revise, sort, research, calculate and retrieve data.
Serve as a Project Manager for emerging projects assigned to/by the State. Responsible for establishing project teams, managing budget requirements throughout project life-cycle, lead team in identification of goals and objectives, stakeholders, tasks, associated risks, and milestones. Determine workload structure to identify tasks and assign resources. Use knowledge and experience to analyze information and make quick and appropriate decisions. Routinely keeps State ARNG/ANG Command staff apprised of project status. Establish, develop, and maintain effective working relationships with coordinating organizations. Deliver presentations on program status, accomplishments, problems, support requirements, and promotion of program objectives to senior military officers and civilians in other program offices throughout the command. Determine appropriate recommendations for unresolved or questionable problems and perform follow-up. Participate in special projects and initiatives and perform special assignments. Identify the need for special projects and initiate milestones and goals. Research and recommend appropriate actions or interpretation of issues that impact the organization, command, or agency, and which affect the structure and future work of the organization to senior leadership.
Responsible for the work of assigned personnel. Perform the supervisory and managerial responsibilities. Assign work to functional staff members in accordance with established organization mission and functions, workload fluctuations and personnel availability. Define and interpret governing policies, procedures and regulations. Provide financial advice and render decisions on major problems. Review operating procedures and policies with respect to the desired performance objectives of management. Advise management of operating areas at risk of not achieving desired performance and recommend corrective actions. Develop or direct the development of new or changed internal operating procedures and instructions. Assign and review work daily, weekly or monthly; ensure production and accuracy requirements are met; approve leave; and recommend performance standards and ratings. Plan work to be accomplished by subordinates, set and adjust short-term priorities and prepare schedules for completion of work. Assign duties to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and capabilities of employees. Advise, counsel or instruct the employees on both work and administrative matters. Interview candidates for vacant positions and recommend appointments, promotions, or reassignments to such positions. Hear and resolve complaints from employees referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effect minor disciplinary measures--such as warnings and reprimands--and recommend other actions in more serious cases. Identify developmental and training needs of employees, providing for or arranging for needed development and training. Find ways to improve production and increase the quality of the work directed and also develop performance measures.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Gathering, coordinating and analyzing data, developing plans, reports, providing analysis and recommendations on various one-of-a-kind and non-recurring projects/programs and applying appropriate management analysis techniques, theories, concepts, and practices to plan, direct, and coordinate command efforts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Organizational Development, Human Resource Management or Business Administration (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
