About the Position: Serve as a Budget Analyst in the Program and Budget Branch, Resource Management Division, Dwight D. Eisenhower Army Medical Center (DDEAMC). Participate in the formulation of budget estimates and financial/budget reports. Develop summarized tentative operating budget for selected elements.

Duties

Administer the total budget, including all phases of program planning and analysis to ensure compliance with statutory/regulatory guidance. Identify, analyze, and resolve of a range of budgetary problems for reimbursable funded activities subject to fluctuating revenues and changing demands for services which necessitate reprogramming through the year. Review various status reports for accuracy. Provide guidance to managers and supervisors concerning formulation, planning, and execution of the operating budget for the management of financial objectives. Provide briefings to managers and the Commander on the status of funds and prepares and presents justification to higher levels regarding need for additional funds or specific purposes and to defend reprogramming actions.

SPECIALIZED EXPERIENCE: One year of specialized experience which includes providing regulatory guidance to management regarding the availability of funds; AND preparing reports relative to the status of funds, expenses and obligations; AND utilizing automated financial systems to maintain accounting and financial data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Finance, Accounting.. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationCommunicationsComputer SkillsConcepts, Policies and Principles of Budget Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
