Duties

Incumbent assists in development and implementation of accounting and financial systems procedural guidance and requirements to ensure regulatory compliance as required by higher authority and public laws. Conducts system audits to ensure policies and procedures for all these areas of financial and budget accounting and reporting are followed in systems development. Incumbent recommends changes/modifications to current regulations, policies, and practices adaptable to all migratory accounting systems in the field of technical accounting and financial reporting. Analyst conducts system studies and planning functions for modified or future financial management information systems. Develops concept formulation plans for automating or interfacing financial information. Analyzes specific functional and system problems encountered in the testing process and determines solutions and corrective actions for these problems.

Qualifications

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: providing support for financial/accounting systems; applying and advising on financial system policies and procedures; performing extensive business process analysis through evaluation of financial systems, policies, procedures, and regulations; assisting on projects involving operational/system changes. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education is not substitutable for specialized experience at this grade level.
