Joining the Secret Service, Office of the Chief Information Officer will allow you to conduct studies of program operations, analyze data and provide recommendations to agency management. This Management and Program Analyst position starts at a salary of $53,105.00 GS-07, with promotion potential to GS-13.

Duties

The selectee will serve as a Management and Program Analyst in the Office of the Chief Information Officer. Typical work assignments include: Evaluate program operations data to offer recommendations to improve program inefficiencies. Utilize software (i.e. Excel, data visualization) to organize, analyze, and present data using formulas, codes, or other established data analysis techniques. Research and interpret the intent of program operations policies and procedures. Communicate the results of data analysis to staff, management, and senior leadership through out the Secret Service, as well as other components and Federal agencies.

You qualify for the GS-07 level (starting salary $53,105.00) if you possess one of the following: GS-07: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-05 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Performing administrative duties to coordinate program operations; Utilizing software and/or other resources to gather data for program research; Supporting senior personnel in completing data evaluation; and Providing leadership with the results of data analysis to present recommendations. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. OR: Have completed a bachelor's degree from an accredited college or university, AND meet one of the following provisions of Superior Academic Achievement: 1) Maintained a grade-point average of "B" (a GPA of 3.0 or higher) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; 2) Maintained a grade-point average "B+" (a GPA of 3.5 or higher) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; 3) Rank in the upper one-third of your class in the college, university, or major subdivision; 4) Be a member of a national honor (other than freshman honor societies) recognized by the Association of College Honor Societies. Please submit a college transcript(s) showing your grade point average for all four years of undergraduate study, including all transferred courses. NOTE: GPA's are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an honor society. OR: Have completed one full year of graduate level study, in a field that provided the knowledge, skills, and abilities necessary to do the work. NOTE: One academic year of graduate education is considered to be the number of credit hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. OR: Have a combination of some specialized experience as described in A, but less than one year; and I have some graduate education but less than one year of education as described in C. However, I have a combination of specialized experience and graduate level education that when combined, equals at least 100% of the total requirement. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Interagency/Career Transition Assistance Program (ICTAP/CTAP): This program applies to Federal service employees whose positions have been deemed surplus or no longer needed, or employees who have been involuntarily separated from a Federal service position within the competitive service. To receive selection priority for this position, you must: 1) meet eligibility criteria for CTAP or ICTAP; 2) be rated well-qualified for the position; and 3) submit the appropriate documentation to support your CTAP or ICTAP eligibility.
