Serves as a Management and Program Analyst in the Customer Engagement Office within the Office of the Chief Information Officer (OCIO) at the Kennedy Space Center (KSC). You will be performing business operations, analyzing organization processes, and/or providing specialized support to business operations with the aim of increasing productivity, efficiency and providing management support in area of expertise (e.g., communications, legislation, business, and similar).
Duties
Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Serves as a Kennedy Space Center (KSC) CEO Business Relationship Management (BRM) Specialist for all KSC Customers.
Analyzes program/contract expenditure data to identify trends, performs variance analysis of the costs; provides feedback to customers and recommends solutions to management and customers.
Develops customer requirement current and multi-year estimates for planning purposes taking into account contract management variables and constraints.
Revises estimates to accommodate variations in risk, requirements, and technical requirements.
Works with technical project managers to coordinate activities and understand program/project requirements; uses cost-benefit analysis and other techniques to propose alternative methods and strategies.
Ensures short and long-range program goals are incorporated in business plans and costs above budget allocations are clearly identified and communicated to customer.
Maintains tools and other resources in order to develop Planning Programming Budgeting Execution (PPBE), submits and measures against program operating plans, develops trade-off studies, and tracks life-cycle costs and requirements.
Advises the Contract Management Team in developing contract requirements, integrates customer requirements, and develops status reports for review at all levels within Information Technology (IT) and by other management at KSC.
Provides data management and analysis for the planning control process, policy, and compliance.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-09 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-07 level
Assisting with administering, operating, and monitoring office related business systems;
Monitoring, tracking, and documenting office performance metrics for process improvements;
Following regulations, policies, guidance, and office procedures to assure compliance within the organizational structure.
OR
b) Completed all requirements for a master's or equivalent graduate degree in an appropriate field
OR
c) Completed 2 full academic years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree in an appropriate field
OR
d) LL. B or J.D, if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level
Supporting senior Analysts with data collection and data analysis; creating reports, presentations, and/or spreadsheets to identify process improvements;
Supplying quality work products and services for the organization to support internal and/or external stakeholders;
Providing guidance in interpreting applicable regulations, policies, guidance, and office procedures.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
