Duties
Performs daily duties independent of direction with a high level of attention to detail and reacts as necessary to alleviate problems.
Ensure disbursing systems process payments in accordance with the Prompt Payment Act by performing file transfers, reconciliation of interface errors and post pay activities.
Ensure FISCAM requirements are updated and reflect current systems in use and all required testing is completed as scheduled.
Consistently communicates in a well-organized, timely, and professional manner vertically and horizontally.
Performs analysis and review of financial data reported to senior managers. Develops recommendations for managers on ways to improve operational efficiency and effectiveness.
Evaluates operational capabilities and provides comments and recommendations for proposed changes, coordinating with peers throughout the directorate to determine the best method for overcoming challenges.

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience at the GS-12 level is defined as: performing financial systems analysis and assisting in the design, development, and support of financial systems; demonstrating substantive knowledge of financial management principles as they relate to automated systems processing and operations.
Examples of qualifying specialized experience include: Conducts analyses of organization, structure, procedures, and systems in order to develop plans, procedures, guidance, and recommend improvements in service and productivity. Prepares and presents financial information briefings.
Education
Education is not substitutable for specialized experience at the GS-12 grade level.
