About the Position: Serves as a Human Resources Specialist (Military), in the HQ Surface Deployment and Distribution Command (SDDC), Deputy Chief of Staff for Personnel and Manpower Directorate, Military Personnel Division.
This is a Term, Not-to-Exceed (NTE) 13 Months, and Obligated position. See "Additional Information" for both.
Duties
Identify the impact of changes on policies and procedures of the Command and subordinate organizations.
Manage military personnel action programs for a Major Army Command, such as Awards, Promotions, Schools, Assignments, Retirements, Separations, Recruitments, Retention, and Special Actions.
Initiate actions resulting from higher headquarters and/or field inquiries regarding previous actions, past case decisions or other non-routine circumstances.
Ensure all procedural and administrative tasks are performed for the timely and correct completion of actions.
Interpret various directives, regulations, and policies for assigned military personnel action programs to a wide variety of individuals, managers, and key officials.
Requirements

- This position may require some TDY travel – approximately 15%.
- Must be able to obtain and maintain a Secret security clearance or access for the duration of employment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience (GS-11): One year of specialized experience which includes 1) providing military personnel services on a wide range of personnel matters such as awards, promotions, schools, assignments, retirements and separations; 2) develop organizational guidance on military personnel programs to ensure compliance DoD regulation; 3) analyze military human resources data to identify areas of concerns for development of reports and briefing and 4) providing military personnel training on current and proposed policies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in a field related to the position. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
Specialized Experience (GS-09): One year of specialized experience which includes 1) Providing military personnel assistance on a wide range of personnel matters such as awards, promotions, schools, assignments, retirements and separations; and 2) assisting military personnel training on current and proposed policies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
