A Quality Assurance (QA) Department was designed to perform monitors and audits to ensure compliance with all regulations, policies/procedures and quality and performance measures are met or exceed the percentage of nationally required goals/targets. The QA Department of the Consolidated Patient Account Center is responsible for ongoing probe reviews, along with mandatory monitors and audits set forth by the Revenue Operations office.
Duties
The position is located within the QA Department, organizationally aligned under the CPAC Director, reporting to the QA Manager.
Serves as a QA Program Analyst to conduct probes and ongoing systematic, data-driven reviews and analysis of VHA/CPAC revenue processes.
The QA Program Analyst is responsible for monitoring all functional revenue departments to support the delivery of consistent, efficient, and accountable revenue services across the VHA Revenue enterprise
Work Schedule: Monday through Friday, 7:00 am to 4:00 pm
Compressed/Flexible: Flexibility in the scheduled duty hours may be available.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the SG-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Uses qualitative and quantitative analytical techniques such as literature search, work measures, task analysis and job structuring; productivity charting, flowcharting of work processes; graphing; and calculation of means, modes, standard deviations, or similar statistical measures.
2) Pulls data, determines sample size, selects statistical sample, performs audits and monitors ongoing performance and action plans for auditing and other deep dive efforts.
3) Evaluates trends, patterns and other relative information in the revenue area to identify process breakdowns.
4) Makes recommendations for implementing quality improvement of revenue operations to better execute the organization's responsibilities.
5) Plans and conducts systematic reviews and evaluation of a broad range of information and data regarding VAMC and CPAC revenue activities (insurance, billing, collections, receivables, denials, utilization review, First Party, Facility revenue, Payer Relations, Utilization Review, HIMS, coding, facilities, etc.) to ensure compliance and identify trends, patterns and opportunities for process improvements.
6) Ensures all assigned monitors/reviews/audits are completed timely and accurately.
7) Assists managers and supervisors in developing Quality Improvement Plans (QIP) that address root causes identified and assists in ensuring corrective actions are taken to address these findings as well as monitoring the completion of QIPs.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work involves intense concentration for long periods of sitting with some walking. Must be able to work for long periods on a personal computer.
