You will serve as a Human Resources Specialist (Recruitment and Placement) in the Staffing Division, Code 50 of OCHR SAN DIEGO OPERATIONS CENTER.

Duties
You will review and process personnel actions, such as new hires, resignations, separations, promotions and awards.
You will provide advisory services to HRO representatives and managers in identifying recruitment sources.
You will research regulatory guides (e.g. CFR rules) and instructions to identify options available or a course of action in resolving staffing questions.
You will review pay plan, series, and grade to ensure compliance with established OPM classification standards for a wide variety of professional, administrative, technical, clerical and wage grade positions.
You will apply Priority Placement Program (PPP) operational requirements and procedures to staffing actions.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

Qualifications
GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: recruiting applicants using various appointing sources; and interpreting and applying recruitment and placement laws, regulations, policies, and practices.
GS-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing clerical work for a human resources program and providing basic human resources information to personnel.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-07:
1 full year of graduate level education
or
superior academic achievement
GS-05:
4-year course of study leading to a bachelor's degree
