About the Position: The U.S. Army Medical Logistics Command (AMLC) Headquarters located on Fort Detrick, in Frederick, Maryland. Frederick is west of Baltimore, northwest of Washington, DC, and south of Pennsylvania; it is also close to Virginia and West Virginia. The surrounding area offers a variety of historical sites, semi-professional and professional sports teams, restaurants and shops, museums, and outdoor recreational activities.
This position will be filled on a permanent basis.
Duties
Advise management on recruitment strategies, sources, special programs, recruitment, relocation, and retention incentive programs.
Research law, regulations, and policies and make recommendations to resolve problems in areas such as: position management; position classification complaints, grievances, and appeals.
Manage and maintain full visibility over all Requests for Personnel Actions (RPAs) from cradle to grave and provide advice/assistance in all stages of the recruitment process.
Assist in the development of initiatives to improve management processes and systems using the most efficient utilization of human resources.
Develop long and short-range staffing plans to meet forecasted mission requirements.
Evaluate position management in assigned organizations and provide assistance to supervisors and operating officials on ways to improve structure, work distribution, and the use of employee skills.
Carry out special projects and/or assists in carrying out projects or portions of broader studies to resolve controversial issues of problems for the organization.
Provide technical advice and assistance and disseminates command civilian personnel information to workforce.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience For GS-09: One year of specialized experience which includes: (1) Providing advisory on recruitment and staffing functions; (2) Utilizing automated programs such as Microsoft Office, Teams, personnel systems (AutoNOA and DCPDS); and (3) Responding to a variety of questions from customers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: A Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as business administration, operations management, logistics, economics, accounting, engineering, mathematics, contract management and procurement (Note: These examples of related curricula are not all-inclusive).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience For GS-11: One year of specialized experience which includes: (1) Providing advisory on recruitment and staffing functions; (2) Providing advisory on personnel administration policies, regulations, and procedures to ensure compliance; (3) Utilizing automated human resources systems to enter and update data; and (4) Communicating orally and in writing to prepare documents, memorandum and provide briefing. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as such as business administration, operations management, logistics, economics, accounting, engineering, mathematics, contract management and procurement (Note: These examples of related curricula are not all-inclusive).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience For GS-12: One year of specialized experience which includes: (1) Providing advisory on recruitment and staffing functions and strategies to managers and customers; (2) Providing advisory on personnel administration policies, regulations and procedures to ensure compliance; (3) Utilizing automated human resources systems such Defense Civilian Personnel Data System (DCPDS), Fully Automated System of Classification (FASCLASS); and (4) Coordinating personnel actions; and (5) Communicating orally and in writing in to prepare documents, memorandum and provide briefing. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
