Duties
Duty 1: Provides for the oversight and management of the Department of Defense (DoD) Military Working Dog (MWD) Executive Agent Program to DoD Component or program participant MWD requirements on behalf of the Secretary of the Air Force.
Duty 2: Operate a program that provides the DoD Components with MWD capabilities to deter, detect, or respond to actions that may affect the security of DoD installations, facilities, personnel, resources, or operations.
Duty 3: Leads the Joint Service Military Working Dog Committee and the Joint Service Trained Dog Requirements Committee.
Duty 4: Represents the Secretary of the Air Force and Deputy Chief of Staff, Logistics, Engineering and Force Protection with a variety of DoD, inter-agency and functional area organizations.

- Work may require travel away from the normal duty station on military commercial aircraft -- normally account for at least 20% of the work year.
- This position is designated as a key position. Incumbents of key positions must be removed from military recall status if alternative for filling of the position during an emergency are not available.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- Department of Defense Physical Security Certification (PSC) conferral is required within 2 years of the established employee EOD
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes applying the ability to communicate with potential users in all supported agencies on program requirements, goals, and potential which supports interfacing with a variety of agencies at the highest organizational levels. Using operational skill in USAF planning, programming, and budgeting activities. Providing expert knowledge of program requirements and manpower support to accomplish assigned missions involving international counter-terrorism and force protection matters. Applying skill in program analysis of training and operational issues that is focused on process improvement on national and international levels. Applying a working knowledge of DoD and USAF information requirements sufficient to accomplish position responsibilities for preparing and maintaining directives, instructions, and handbooks. Providing expert knowledge in coordinating with governmental and non-governmental agencies, and application of foreign clearance guide standards. Researching, organizing, and presenting materials, in written form, which clearly presents ideas, concepts, and requirements in understandable and useable style, which includes decision briefings to General Officers or equivalent.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Keen ability to communicate with potential users in all supported agencies on program requirements, goals, and potential which supports interfacing with a variety of agencies at the highest organizational levels.
2. Exceptional operational skill in USAF planning, programming, and budgeting activities.
3. Exceptionally extensive knowledge of program requirements and manpower support to accomplish assigned missions involving international counter-terrorism and force protection matters.
4. Extensive skill in program analysis of training and operational issues that is focused on process improvement on both the national and international levels.
5. Extensive knowledge of DoD and USAF information requirements sufficient to accomplish position responsibilities for preparing and maintaining directives, instructions, and handbooks.
6. Extensive knowledge in coordinating with governmental and non-governmental agencies, and application of foreign clearance guide standards.
7. Skills in researching, organizing, and presenting materials, in written form, which clearly presents ideas, concepts, and requirements in understandable and useable style, which includes decision briefings to General Officers or equivalent.
Other Significant Facts:
Employee makes scheduled visits of site locations to which DoD MWD teams are deployed.
This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
