As the Clinical Management Analyst for Operating Room, Surgical Intensive Care Unit, and the Ambulatory Surgical Center, the incumbent has major and significantly diverse responsibilities. The incumbent's chief duty is coordination, management, and operational analysis of the Operating Rooms, Surgical Intensive Care Unit, and Ambulatory Surgical Center ensuring optimal operational readiness and efficiency.

Duties

The major duties of this position include, but are not limited to: Procurement 30% Enters supply requests under the micro-purchasing limit in support of the Operating Room. Assembles and compiles budget information and maintains running account of funds allocated. Reviews orders to verify their need and ensures that each section receives the appropriate justification for higher level review. Reviews all supply and equipment requests and ensures the requests are submitted with the appropriate justification for higher level review. Discusses necessary purchase request with the appropriate Section Chief, obtaining information on supplies/equipment presently used to determine patient care benefits or cost savings anticipated from the new equipment and the ramifications of not purchasing the equipment. Ensures all purchases arrive at appropriate time frame and to ensure delivery to correct location. Coordinates with other services such as (SPS, SPD, Nursing, EMS, etc) on new equipment or purchases. Access to Fund Control Point for request of supplies, disposables, etc. Providing appropriate documentation and justification for equipment and supply trial as well as providing guidance on requirements to requestor. Analytics 30% Subject matter expert for data analysis and application of Operating Room, Surgical Intensive Care Unit, and Ambulatory Surgical Center specific data, resources, and analytics. Develops data gathering templates, methodology and reports to assess current performance of the department, measure change over time, develop evidence-based action plans and coordinate and implement change across all impacted service lines supporting these areas. Ability to extract appropriate data sets, analyze, format, interpret, determine action plans based on analysis results and produce reports from this data. Subject matter expert for department specific data bases and warehouses including location, VISN, and National data sources. Administrative Management 15% Identifies problems, inefficiencies, and potential problems, and develops recommendations for the solution of complex administrative problems intrinsic to a multiservice/ multidiscipline clinical venue. Prepares comprehensive reports with findings and recommendations based on varied management and administrative considerations and data analysis. Develops recommendations and implements new or modified guidelines, work processes and operations to improve the effectiveness, efficiency, or timeliness of work processes and information dissemination. Ensures that the organization's goals are communicated to the team and integrated into the team's work plans, products and services. Directs administrative support services to ensure that inquiries, correspondence, and actions for the department are addressed appropriately. If needed, develops information papers and correspondence on wide variety of subjects. Assists in the development, initiation, and implementation of administrative policies and procedures for the Operating Room, Surgical Intensive Care Unit, and Ambulatory Surgical Center. Creates and develops meeting agendas, schedules, and minutes for applicable, nationally mandated department meetings. Facilities and Resource Management 25% Ensures that the Operating Rooms (OR) and Outpatient Surgery Center (OSC) reaches and sustains a level of success in the performance improvement initiatives pertaining to the OR utilization, cancellations of cases, first case delays and room turnover times. Enters request such as YourIT and Maximo and follow up for timely completion of tickets Collaborate with Nursing Manager and Assistant Nurse Manager on issues in the operating room Performs all other duties as assigned Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. You may qualify based on your specialized experience and/or education as detailed below for the GS-7 and GS-9 grade levels: GS-07 Management and Program Analyst, Specialized Experience and/or Education Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Formulating, affecting, interpreting, or implementing management policies, or operating practices; Maintains a tracking spreadsheet or similar tracking system to ensure Operating room suspenses are responded to in a timely manner; and generates reports, initiates, and tracks processes within the administrative section of the OR. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Transcript Required) OR, Superior Academic Achievement: Applicants may also substitute education for the required experience based on superior academic achievement. To qualify based on education for this grade level you must have successfully completed a Bachelor's degree related to the work of the position with Superior Academic Achievement. You must have an equivalent combination of specialized experience and graduate level education to meet the total requirements. (Transcript Required) GS-09 Management and Program Analyst, Specialized Experience and/or Education Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: using a range of database systems, computer and/or software applications to support collection, cleaning, and management of data. These include but are not limited to MS Word, MS Excel, MS Power Point, MS Publisher, MS InfoPath, MS Access, Emergency Department Integration Software (EDIS), SharePoint, MS Business Intelligence analytics dashboards, Pyramid Business Intelligence Software, VistA, CPRS, national data sources including the Veteran Support Service Center (VSSC), Corporate Data Warehouse, Emergency Medicine Management Tool (EMMT) and other analytical and presentation programs. Use of the surgical scheduling software, DSS software, publication and communication of schedules, data management, and data base creation, and considerable skill in applying this knowledge to the planning and accomplishment of a variety of difficult and complex work assignments under emergent and changing conditions. Ability to extract appropriate data sets, analyze, format, interpret, determine action plans based on analysis results and produce reports from this data to refine or enhance current processes, staff deployment, assess staffing levels on all shift identifying over supply or deficiencies and recommend adjustments to staffing level or proposals for additional staffing, data sets design, gathering and analysis to define, measure, implement and analyze and develop controls for proposed process or system redesign projects and other special projects. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, or possess a LL.B or J.D. if related to the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. You must have an combination of specialized experience and graduate level education beyond one (1) year. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Most of the work is performed while sitting at a desk. The work is primarily sedentary with occasional walking, standing, bending, and lifting of items. The incumbent must be capable of working multiple projects simultaneously and handling occasional high levels of stress and conflicting priorities. The incumbent is required to resolve stressful situations in the Surgical Service offices, defuse potential crises, and to exercise tact and diplomacy when confronted with difficult circumstances.
