The Emergency Management Specialist Office of Administration Office of Mission Support (OMS) Veterans Benefits Administration (VBA) in the Department of Veterans Affairs (VA). The Emergency Management Specialist provides guidance and consultation in continuity planning, emergency preparedness and operational related functions VBA wide.
Duties
Responsible for keeping the Supervisor apprised of the organizational preparedness climate and identifies problems either actual or anticipated.
Develops, writes, and coordinates policies and procedures, and revises existing ones related to VBA's role in Department-wide emergency preparedness planning operations.
Supports Central Office (CO), District Offices (DO) and Regional Offices (RO) with the development of continuity of operations planning (COOP), occupancy evacuation planning (OEP), and exercise development.
Compiles, processes, and delivers Government Emergency Telecommunications System (GETS) cards to the field for emergency situations.
Employee should be able to implement programs to engage all stakeholders in reducing the frequency, severity, and cost of disasters, injuries, fatalities, and impact on critical infrastructure and the environment.
Develops measures of program accomplishment and monitors program effectiveness
throughout VBA, to include assessment of capability to provide continuity of operations to VBA and related services under adverse conditions.
Plans and monitors the development and administration of the Veterans Benefits Administration's (VBA) Emergency Preparedness Program (EPP), and is responsible for preparing for and carrying out or coordinating emergency functions (excluding primary military forces functions) to prevent, protect from, mitigate, prepare for, respond to, and recover from emergencies and disasters; and to aid victims suffering from injury or damage resulting from disaster caused by natural or man-made hazards.
Prepares technical documents and guidance materials to support emergency preparedness implementation at facilities within the Administration.
Applies general knowledge of emergency preparedness and continuity of operations planning directives and regulations to assist VBA regional offices with meeting all requirements.
Provides training to VBA personnel on integrated operations center reporting criteria, occupancy evacuation planning and continuity planning topics.
Manages and operates the VA Emergency Alerting and Accountability System (VA EAAS)notification system used to send critical information to employees in times of an emergency or safety event.
Participates in Continuity Working Groups, Annual National Level Exercises (Eagle Horizon), and monthly Safety, Security, Preparedness Meetings within the VA.
Manage Comprehensive Emergency Management Programs (CEMP) elements and systems.
Promotion Potential: GS-13 is the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:12/19/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:
GS-13 Grade Level: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the Emergency Management Specialist position.
Specialized Experience:
Experience in developing, implementing, and managing Continuity of Operations and Occupant Emergency programs.
Experience in exercise development (Workshops, Seminars and Tabletop Exercises) and briefing techniques to successfully deliver information to audience.
Experience managing development of methods and procedures for monitoring, tracking, and accessing the effectiveness of program operations, and measuring and reporting on the attainment of specified program goals, objectives, and long-range plans.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: This work is primarily sedentary.
