The primary purpose of this position is to provide administrative, maintenance, analytical and evaluative duties related to computer networks (NIPRNET/SIPRNET) including those servers under functional configuration control.

Duties

Duty 1: Responsible for the overall management and security of MCCC data flow. Technical expert for the command on all MCCC services. Duty 2: Performs in-depth maintenance, analysis and control of the MCCC network systems related to the proper functioning of the AFRC MCCC enterprise. Duty 3: Performs work as team leader/senior specialist for special studies, projects or assignments related to planning, evaluating, monitoring and coordinating functions related to communications/information systems and networks.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Education: All academic degrees and coursework must be from accredited or pre-accredited institutions. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND have one year of specialized experience equivalent to the GS-11 grade level which include IT network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements; knowledge of the organization's network architecture, topology, and protocols sufficient to plan, design, develop, and integrate network systems consistent with existing or planned network infrastructures; IT security principles, methods, regulations, policies, products, and services sufficient to develop specifications to ensure compliance with security requirements at the LAN level. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of communications transmission, protocols (including TCP/IP), and network systems?? operational capability and functionality to perform as a telecommunications/network systems manager. Extensive knowledge of the internet: including internet technology. structure of the internet, security issues of data transmission and the OSI model. 2. Knowledge of operations, integration, interaction, installation, configuration, and support of how Microsoft operating systems and application products interact on a network. Can install and configure these products and applicationsoptimally for use in thenetwork. Understands and can implement and configure DSN, DHCP, WINS, ATM, and network infrastructure (e.g. switches. routers, firewalls, proxies, etc.). 3. Knowledge of UNIX operating system. Knowledge of manipulating the file structure, system editors, processes and use shells to execute scripts with complex control structures. Knowledge of HP-UX file system and process execution. 4. Knowledge or Microsoft Exchange Server including functionality, planning considerations, directory configuration. considerations in using public folders, intersite connectors, advanced security issues and troubleshooting tools. Full understanding of Microsoft SQL Server such that the incumbent can define the hardware and software requirements required by the SQL server: describe the Universal Data Access strategy and outline backup techniques and strategies: discern the difference between a data warehouse and data mart. 5. Knowledge of creating and maintaining processes to implement and sustain effective configuration management of the MCCC enterprise network and infrastructure. Understand facility management principles for the secure physical location of the networking and infrastructure facilities housing the MCCC enterprise. 6. Knowledge of governmental and agency communications policies and standards applicable to AF and AFRC command unique communications-computer systems. Knowledge of JCS and DOD policies for network and data transmission systems for administrative and mission command and control purposes. 7. Ability to analyze, evaluate and define operational communications-computer requirements and translate such requirements into specifications for equipment, systems and services. Can gather facts, develop technical options, and draw conclusions and devise solutions to problems. 8. Ability to plan. organize, prioritize work independently and meet deadlines. 9. Ability to create, maintain and present graphics, spreadsheets, databases, word processing software functions, processes and capabilities. Skill in using office automation technology to generate reports, briefing materials, and/or comparable documents. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
