This position is located in the Bureau of Global Talent Management, Office of Employee Relations (GTM/ER) which promotes the use of Department human resources (HR) by developing, implementing and promoting quality of life policy and programs, maintaining HR regulations, administering discipline processes and communicating to employees these programs. This position serves as a subject matter expert for client care of employees and family members affected by Anomalous Health Incidents (AHIs).
Duties
Participates in the development of policies, issuances, and directives by researching issues in assigned
program areas and drafting proposed guidelines and explanatory material.
Participates in special studies as part of teams or task
forces and provides assistance to headquarters, domestic organizations outside Washington, DC, and
overseas posts.
Drafts comments and impact statements and recommendations on these issuances for
consideration by management at the Bureau and higher levels.
Administers assigned program planning processes, conducting briefings, presentations and conferences for
executive management.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for GS-12:
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience communicating orally to conduct fact finding interviews, meet and deal with management officials, and present recommendations to management.
Experience communicating in writing to draft policy, guidance, instructions, and reports of findings and recommendations.
There is no substitute of education for specialized experience for the GS-12 position.
Applicants applying for GS-13:
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in the knowledge of the Bureau’s and the Department’s structure, missions, functions, and operations to coordinate extensive studies related to assessing and improving the Bureau’s program planning, etc.
Experience communicating orally to conduct fact finding interviews, meet and deal with management officials, and present recommendations to management.
Experience communicating in writing to develop policy, guidance, instructions, and reports of findings and recommendations.
There is no substitute of education for specialized experience for the GS-13 position.
