THIS IS AN INDIANA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA) This position is part of the IN JFHQ IN Facilities, Indiana National Guard under Position Description Number PD# NGT5656000. Duties

With the State Construction and Facilities Management Officer, serves as principal advisor to the Adjutant General, Chief of Joint Staff, and the J4 on all aspects of State ARNG construction and facilities management. Establishes local program policies/procedures, internal program controls; and ensures uniform application/compliance with federal, state, and local law, ARNG policies, and professional engineering and construction codes/practices. Develops long and short range plans, including the ARNG facilities Long Range 25 year Master Plans and multi-million dollar Long Range Construction Plan Makes decisions/commitments related to technical, administrative, and program management issues. Develops/maintains effective staff working relationships with other activities. Directs program/project activities through a subordinate supervisory staff and a work force consisting of federal, state, and other full and part time employees Manages and/or provides oversight of program/project contracts from preparation, to award, through close-out. Manages statewide ARNG real estate, including advising the Adjutant General on purchase, leased, and/or donated site acquisitions, needed disposals and associated activities. Prepares budget requirements and funding justifications for each program, and submits/defends budget requests to state and NGB officials. Performs other duties as assigned.

Requirements

  • The incumbent of this position description must obtain and maintain a Secret Security Clearance.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
  • You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.
  • This position is designated as Essential Personnel and may be subject to duty.

Qualifications

GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations procedures. Experience preparing written communications and oral presentations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. Must have 12 months specialized experience equivalent to at least the next lower grade level.
