The Medical Admin Officer serves as the Assistant Chief, Medical Administration Service (MAS) at the West Palm Beach Florida VA Medical Center with primary responsibility in assisting the Chief in overall supervision and management of the Medical Administration Service.
Duties
Duties include but are not limited to :
Management of the operations in MAS which includes staffing, budgeting, procurement and training.
Develops long and short range goals and plans for MAS, which includes identifying needs and potential issues in operation of the service.
Manages personnel management issues within MAS. This includes recommending action on hiring, promotions, selections, awards and disciplinary actions. Investigates employee complaints and implements or recommends appropriate action. Assures performance standards are in place and deadlines are met for employee appraisals and competencies.
Technical expert on MAS topics which may also include application of state and local laws regarding health care, or the eligibility provisions of the VA. Coordinates the Electronic Waiting List management which affects the clinic access initiatives.
Coordinates section activities with other services and units within the medical center. clinics, CBOC's and local community.
Utilizes resources in an appropriate and cost effective manner. Encourages team members to participate In cost savings.
Responsible for full authority of fund control points for the Medical Administration Service.
Develops budgets and available resources, makes recommendations to administration management regarding needs and distribution of resources.
Work Schedule: Monday - Friday 7:30am-4pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
In-depth knowledge of how the total health care delivery system works which includes the functions of the various services of a hospital and .how. they Interact, the administrative requirements of other services such as the fiscal, human resource management. surgical and medical services, medical staff organization and accepted standards of practice.
Knowledge and ability to work with people effectively and deal with patient complaints to assure a positive outcome.
Knowledge of medical terminology, the state of the art health care and where various medical services can be acquired from outside sources. in-depth knowledge of the requirements, laws, regulations and practices
administered by MAS.
Knowledge of administrative regulations concerning the management of the service, which includes MAS management tools, personnel management regulations, requirements, and practices; fiscal reporting requirements; and required budget formats.
Comprehensive knowledge of the substantive nature of operating programs and the interrelationships among the programs as well as a high degree of analytical ability and knowledge of statistical and budget principles.
Knowledge to manage a large organization with the ability to set priorities; use time effectively; meet and deal with people; delegate work effectively; give clear instructions; write clear reports; design and implement practical administrative and technical systems.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required to perform activities that involve occasional bending, standing, lifting, and carrying of manuals, binders and files. A substantial amount of work time involves reading, typing/writing, utilizing computers, and attending meetings.
