The Medical Administrative Officer (Chief) provides supervisory and program direction for the Health Administration Service (HAS) at the West Palm Beach VA Medical Center.

Duties

The Medical Administrative Officer (Chief) fulfills a highly visible, key leadership role, that reports directly to facility Executive Leadership. The individual has full management responsibility for enrollment, eligibility, and registration functions, administrative and technical support in direct patient care areas, billing and collection activities for patient care services, medical record functions, Fee Basis activities, and data validation to assure timely accurate workload reporting. Duties include but are not limited to: Develops and manages the service lines strategic plan, implements long and short range goals and plans to identify needs and potential issues in the daily operation of the service through analyzing workload, expenditures, trends, and national VA policy implications. Manages personnel issues within HAS, which includes recommending action on hiring, promotions, selections, awards and disciplinary actions. Investigates employee complaints and implements or recommends appropriate action. Assures performance standards are in place and deadlines are met for employee appraisals and competencies. Provides management advisory service to the Executive Leadership Team. Coordinates HAS activities with other services and units within the medical center, clinics, outpatient clinics, CBOCs and local community. Forecasts the Service's budget, manages and tracks expenditures, and makes recommendations to medical center management regarding needs, distribution or redistribution of these resources. Develops, implements, monitors, and adjusts plans to effectively and cost-efficiently accomplish the mission within budgetary constraints. Develops a quality customer focused section whereby personnel establishes and maintains good relations with Veterans, their families, visitors, and clinical and administrative employees in all services to promote an understanding of the hospital system and rules. Serves as the facility liaison on Health Administrative issues within VISN, VACO and other VHA facilities. Conducts scheduling audits and studies, analyzes workload, makes changes in work distribution, and standardizes processes through development of policies and procedures throughout the service. Serves as an integral part of the management team of the facility and participates on quality improvement teams. Ensures employees receive appropriate training. Establishes annual training and career development programs in compliance with annual performance measures. Work Schedule: Monday-Friday, 8:00AM-4:30PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/09/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzing inter-related issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs within the HAS; Developing both long and short-range policies and planning for the organization by coordinating the medical administration needs of the medical center; Developing criteria and performance measures for evaluating the effectiveness of the service; Interpreting new guidance and directives that directly and /or indirectly impact Health Administration Service; Maintaining communication with all appropriate services to evaluate the quality of support provided by staff. Physical Requirements: The work involves duties, which are performed in an office setting in which also requires considerable walking throughout the hospital.
