This position is located in the Washington, DC Commuting Area in the USAID Annex, 500 D Street SW, Washington, DC, in the Bureau for Global Health, Office of HIV/AIDS, Priority Populations, Integration and Rights Division (GH/OHA/PPIR), at the U.S. Agency for International Development (USAID).

Duties

Serve as the Supervisory Gender and Sexual Diversity (GSD) Branch Chief and lead Agency expert on GSD, providing technical leadership and management oversight to advance gender equality, prevent and respond to gender-based violence programs. Serve as an agency expert providing technical leadership on gender and HIV, including gender and the HIV Clinical Cascade, gender-related barriers to access to PrEP, intimate partner violence and index testing. Develop GSD-related guidance for use by Missions, PEPFAR interagency teams, non-governmental organization staff, host-country officials, and at headquarters to ensure project implementation is consistent with PEPFAR priorities. Review and contribute to the latest substantive thinking and literature in gender and GSD and HIV/AIDS programming and relates such findings and knowledge to policies and programs of USAID and PEPFAR. Supervise the GSD Branch of four professional staff performing work at the GS-14 levels. Provide administrative and technical supervision necessary for accomplishing the work of the Branch and performs human resources management functions.

Qualifications

Specialized Experience: GS14: In addition to the Selective Placement Factors, YOU MUST have one year of specialized supervisory experience equivalent to the GS-13 level in the Federal service. Examples of qualifying specialized experience at the next lower level for this position include: a) Providing administrative and technical supervision necessary for accomplishing the work of the division branch; b) managing, and providing strategic direction and guidance for gender equality and gender-based violence and HIV programs under USG-supported programming in developing countries; c) assisting with developing policies, strategies, and plans for gender equality and gender-based violence and HIV programming for global scale-up; d) managing implementing partners and projects on gender equality and gender-based violence and HIV/AIDS programming focused on client-centered approaches and HIV outcomes. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). SELECTIVE PLACEMENT FACTOR for this position is: Do you possess management and technical skills focused on gender equality and gender based violence and HIV/AIDS programming in low- to middle-income countries, with a focus on client-centered approaches and HIV outcomes? Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned to the Silver Category or higher Category; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position.
