The VA Northeast Ohio Healthcare System is recruiting for a Supervisory Program Specialist (Travel Mobility Manager). The Supervisory Program Specialist (Travel Mobility Manager) will function within the Patient Care Administration Service (PCAS).

Duties

Knowledgeable of overall facility and network goals, missions and priorities to ensure all workload is captured timely and correctly and does not impact adversely upon other programs or resources Awareness of management discussions, decisions, and policy making concerning workload Advises the Chief/Assistant Chief and Facility POC's of all relating matters Integrates program objectives and planning within facility operations as a whole to ensure goals and priorities are complementary and in congruence with the overall national requirements Directly responsible for management and oversight of all travel requirements to include consults for routine outpatient appointments, community transport of patients for care, local transportation contracts, budgetary requirements, and fund control points Budgetary requirement includes knowledge of reimbursement travel/beneficiary travel and special mode travel Assumes responsibility of the Beneficiary Travel and Veterans Transportation (VTS) Service Programs. Manages transportation budget, analyzes organizational budgets, and provides advice and recommendations to Medical Center management, as appropriate, including critical budget areas and all Transportation matters Serves as Contracting Officer Representative for all transportation contracts, including common carrier, special mode, ambulance, and air ambulance Manages the Veterans Transportation Program at the facility which provides safe and reliable transportation to Veterans who require assistance traveling to and from VA healthcare facilities and authorized non-VA health care appointments within the Medical Center's catchment area Coordinates the preparation and submission of recurring monthly, quarterly and annual performance improvement reports; management briefings, summaries, and wide variety of nonrecurring reports Performs the full range of supervisory responsibilities to include but not limited to establishing guidelines and performance expectations for staff; observes and evaluates employees' performance; provides advice, counsel, and instruction to employees on both work and administrative matters; hears and resolves minor complaints and grievances; reviews, approves or disapproves leave requests; adjusts work procedures among staff according to workload, etc. Work Schedule: Monday - Friday, 8:00am - 4:30pm Telework: Not Available Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service. Applicants who were previously selected under a Competitive Delegating Examining Unit (DEU) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service. In addition to the qualification above you must also have: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assists with integration of program objectives and planning; responsible of oversight of travel appointments; provides guidance to clinical staff regarding relative completion requirements to support patient movements; assists with training, tracking completion of consults, assists with alternate means of travel, coordinates services with contractors, assess workload to determine resource allocation; assists with the daily operations; resolves complaints and refers grievances to the appropriate channels; knowledge of reimbursement travel/beneficiary travel and special mode travel. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the work of the position. (Transcripts must be submitted).. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate education. Preferred Experience: Program Management Beneficiary Travel Programs Veterans Transportation Service (VTS) Program Budgeting Contracts You will be rated on the following Competencies for this position: Communication Analysis and Problem Solving Administration and Management Planning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary. Typically, the employee may sit comfortable to do the work. However, some walking, bending, stopping, and standing may be required. At times, the incumbent may carry medical records or files weighing approximately 5-10 pounds and may be required to attend meetings onsite and away from the facility.
