Program Analyst performs duties directly contributing to the administrative and data management of Radiology Service and functions under the Administrative Officer, Radiology Service. This position provides mission critical analysis and data to support the development of a more comprehensive, coordinated and patient driven system of surgical care. Position operates independently on behalf of the Administrative Officer, Radiology located in the Orlando VA Medical Center.
Duties
Duties include but are not limited to:
Reviews and reconciles large amounts of data and interpreting findings resulting from studies that are independently developed.
Acts as TMS Administrator for Radiology and develops procedures for training and trains personnel in applicable computer applications for their service.
Utilize management principles and processes, and the analytical and evaluative methods and techniques for assessing program development for execution and improving organizational effectiveness and efficiency.
Data processing and system maintenance, developing recommendations for improvement in program operations to promote efficiency and cost savings, systems variations and acceptance of new technology development.
Enters help Desk Requests (HDR) for problems which cannot be resolved at the ADPAC service level.
Provides advice and assistance regarding revisions of regulations and policies governing planning activities in the transition to a full service hospital.
Enrolls Radiology Service personnel in computer classes that are pertinent to their job duties.
Coordinates and manages network folders for Radiology Service personnel.
Determines the computer equipment requirements for service.
Completes other duties as assigned.
Work Schedule: 7:00 AM - 3:30 PM Monday - Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-11 position you must have served 52 weeks at the GS-09.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interpreting administrative policies, developing recommendations, defining administrative requirements, and/or providing advice to management. Performs staff work in short and long-term planning efforts. Provides analysis and recommendations on administrative plans, policies, programs and operations, monitors compliance. Participates in discussions, meetings, conferences and conference calls with management, subject matter and technical personnel. Analyze and prepare program status reports for review at all levels. Manages multiple data systems, such as VISTA, CPRS, SharePoint, VSSC, P ACs, Automated Data Processing Application, TMS, PIV /PKI, etc. in order to exercise evaluation and analysis specific to Radiology. Or,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D., or equivalent doctoral degree or, three full years of progressively higher level graduate education leading to such a degree or LL.M. Or,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an appropriate combination of specialized experience and education.

Physical Requirements: The work is primarily sedentary. The employee sits comfortably to do the work. However, there may be some walking, standing, or carrying of light items such as manuals or :files. The work does not require special physical demands.
