About the Position: Serves as a Supervisory IT Program Manager (PLCYPLN) for the Joint Activities Command at Fort Liberty, NC.
Duties
Performs full range of immediate and intermediate supervision in assigning work to subordinates based upon priorities, difficulty of assignments and capabilities of employees.
Supervising a large multi-disciplined team of operations planners, cyber technicians, and networking technicians to ensure that plans, procedures, and operations are developed and -executed in accordance with established timelines and guidelines.
Manage Information Technology (IT) planning and coordination and execution of complex military operations requirements for training and combat events.
Exercises authority to plan, schedule and manage major projects and design new management systems, models, and reports.
Develop the organization funding strategies in support of research, development, testing and evaluation of strategic and tactical command, control.
Serves as a senior advisor and program synchronizer for the command on a wide range of issues related to resource management, mission support-internal management, development, integration and administration.
Requirements
- In accordance with Change to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, employee must successfully pass a urinalysis screening prior to appointment and periodically thereafter.
- May require temporary duty (TDY) to various locations 20% of the time.
- Requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
- May be subject to one-year probationary period unless previously completed.
- Must be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with Sensitive Compartmented Information SCI access for duration of employment.
- May be subject to short notice recall. Must reside within 50-mile radius of duty location.

Specialized Experience: One year of specialized experience which includes 1) Providing guidance direction related to policy formulation, planning, programming, budgeting, and execution, 2) Analyzing program deviations and problems in order to develop solution, 3) Communicating orally and in writing with high-ranking military and/or government officials to influence decision-makers regarding capability requirements.
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Information Technology Program Management-Knowledge of the principles, methods and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).
(2) Managing Human Resources- Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized and developed, and that they are treated in a fair and equitable manner.
(3) Planning and Evaluating-Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
(4) Technical Competence-Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
