This position is located in the Office of International Programs, International Operations Branch. The supervisor is David Humerick. This position is a Non-Bargaining Unit position. Relocation expenses associated with job offer will not be paid. This position is NOT subject to confidential financial disclosure reporting nor security ownership restriction reporting requirements.
Duties
The incumbent will be responsible for evaluating, coordinating, reviewing, monitoring, tracking, and advising OIP Leadership on technical, policy, strategic planning, and administrative projects and issues within the Office's areas of responsibility. The incumbent will also maintain awareness of overall policy, programs, and status of major Office work as well as identifying major issues requiring the attention of the Director or Deputy to improve office effectiveness. Regular duties include preparing OIP leadership for meetings with the Commission, EDO, and other offices by remaining cognizant of key interfaces, challenges, upcoming activities, and accomplishments. Ensuring that activities are appropriately coordinated with other OIP staff, NRC offices and regions. Supporting additional operational programs within OIP including, human capital activities, the international training and assignee programs, travel policy and databases, diversity and inclusion, program performance management, and providing logistical support for international and domestic conferences and events.

Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
Candidates should possess SPECIALIZED EXPERIENCE in analyzing and discussing complex interpretation of overall policy and programmatic requirements and providing recommendations, identifying issues, and developing resolutions and the implications; and demonstrating communication skills by presenting the information to senior management.
The ideal candidate must be able to demonstrate the following:
1. Demonstrated experience using program analysis and/or other analytical evaluation methods and techniques for use and application in short- and long-range planning, evaluation, and management decision making. (Describe specific education, work experience, and training that demonstrates your ability to analyze programmatic requirements for short- and long-range program planning, evaluation, and management decision making. Describe recommendations that you have made that resulted in sound management decisions and how your recommendations were presented and implemented. Describe your specific experience that relates to analysis of program issues associated with a large office.)
2. Demonstrated ability to establish effective working relationships for the purpose of exchanging information and soliciting and summarizing comments, and reconciling differing views and opinions. (Describe specific experience, training and accomplishments which demonstrate your ability to use informal and formal networks to build support; consolidate complex and diverse opinions to achieve consensus; establish effective working relationships with supervisors, managers, and peers in support of a motivated team atmosphere. Give specific examples of your successful use of your ability to establish effective working relationships.)
3. Ability to identify issues and problems to determine relative priorities, and to propose to management the need for changes in policies, procedures, or requirements. (Describe specific experience, training, and developmental assignments that demonstrates your ability to identify issues and problems. Describe your experience in developing alternative solutions, assessing implications, and recommending acceptable courses of action in order to accomplish management goals and objectives. Provide examples of your experience with problem identification and resolutions and give instances where problem solving specifically contributed to success.)
4. Demonstrated skill in presenting information, ideas, and advice in a clear, concise, and logical manner, both orally and in writing. (Describe specific experience, training, and accomplishments that demonstrate your communication skills. Describe in detail your ability to lead complex technical discussions and consolidate complex and diverse opinions into concise presentations; work in a team or group atmosphere; formulate balanced and well-founded recommendations; establish effective work relationships with colleagues, supervisors, other government and industry officials, and coordinate public meetings. Describe the kinds of oral and written presentations you have made within and outside the agency, including published technical documents you have authored. List presentations you have made to outside groups, including professional organizations, advisory groups, the public, and Congress.)
