Duties
Provides cradle-to-grave Operational Test Database and Viewer Development support to teams of military test experts and operational research analysts conducting tests for Maneuver Support and Sustainment Test Directorate.
Responsible for implementation of system incident, system change, reporting and operating procedures. Contributes to the procedures and guidelines published by the supervisor.
Performs database maintenance functions such as error resolution and database cleanup under the supervision of the assigned Operations Research Analyst.
Studies system inputs, outputs and processing to be accomplished to define individual programs, determine data structure and sequences, establish interface standards and processing cycles.
Provides input on and communication of improvement in data collection and management processes to the Operations Research Systems Analyst (ORSA) and Chief for consideration and presentation to higher Headquarters (HQ).
Develops strategy for testing individual AdHoc reports and SQL queries and miscellaneous programs to ensure accomplishment of processing objectives. Prepares test data to implement testing strategy.
Writes and modifies ad hoc reports, as required, to extract database information to satisfy unique reporting requirements.
Supports personnel to coordinate and support ways to share data and data outputs with stakeholders.
Uses expert knowledge of organization, program, and mission to perform a variety of tasks related to administrative functions and procedures. As data administrator,
Administers data quality training plans and required forms to track and document the data courses.
Keeps abreast of latest technology and assists in determining the most efficient application of latest available technology and greatest utilization of installed systems, equipment, and software.
Respond to requests for information from the Data Quality team and directorate approved inspection or audit teams.
Travels to Operational Test sites and sets up data authentication group viewers.
Administers content and document management systems for improving the relevancy and consistency of information shared with users of data management systems.
As data administrator, insures that the functional file systems for the projects are properly set-up and maintained and that the data are disposed of within regulations.
Requirements
- Must obtain and maintain a Secret Security clearance.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial period may be required.
- You will be required to provide proof of U.S. Citizenship.
- May be required to work shiftwork and/or overtime.
- Must obtain and maintain a valid state driver’s license.
- Business travel (TDY) may be 40% or less of the time.
- Must obtain and maintain Information Assurance (IA) Level II certifications per DoD directive 8570.1-M, AR 25-2, and as detailed in the Information Assurance (IA) training and certification Best Business Practice (BBP) within 6 months of employment.

Specialized Experience GS-11: One year of specialized experience which includes,1) Coding, creation, and modification to the existing Operational Test Project application, data processor, and viewer architecture; AND 2) Utilize a variety of current automated data collection, compilation, processing, analytical and reporting systems; AND 3) Support the development and implementation of integrating data collection, peer-to-peer data import and storage, processing, data aggregation, and reporting measures for increased effectiveness; AND 4) Studies and analyzes system inputs and outputs and data inquiries or processing to be accomplished to define individual new or existing programs capable of performing the computational data methods needed for project success, determine data structures, algorithmic sequences, procedural programing techniques, and establish interface standards and processing cycles.
This definition of specialized experience is typical of work performed at the level/grade position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, three full years of graduate education from an accredited or pre-accredited institution that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks.
