You will serve as a FACILITY SUPPORT SERVICES PROGRAM MANAGER in the PUBLIC WORKS DEPARTMENT of NAVFAC SOUTHWEST.

Duties

You will analyze procurement issues within an organization to determine impact on program funding. You will analyze the potential effects of budgetary action on program objectives to ensure proper allocation of funds can be met. You will develop cost estimates for sponsors by analyzing business costs (e.g., contract costs, production costs, or testing costs). You will maintain balanced workloads through determination of personnel, material, equipment, and facility requirements. You will orally communicate with others to expedite project efforts. You will develop policy and guidance for effective management and execution of Facility Support Contracts Program. You will develop performance metrics to measure the efficiency and effectiveness of the Facility Support Contracts Programs.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing, justifying, and administering the program budget; 2) Directing and/or conducting cost comparison/benefit studies of current or projected programs; 3) Applying resource management principles, business or industry best practices, and applicable policies, regulations, and laws to support operations; 4) Directing or conducting management studies for cost-effective operations.
