You will serve as a Financial Management Analyst in the Program and Business Analysis Department of NAVAIRWARCENWPNDIV CHINA LAKE.

Duties

You will attend various meetings in addition to monthly financial reviews, provide sound advice and guidance regarding financial policies and procedures in accordance with DoD Financial Management Regulations (DOD 7000.14-R). You will provide quality business management support and recommend appropriate strategies to achieve the customer goals. You will provide subject matter expertise, guidance and advice on program financial requirements with an understanding of the organization’s mission, functions, values, and applicable policies and procedures. You will be responsible for budget development and justification, financial tracking planning and analysis, funds allocation and reporting, and resource planning. You will analyze, interpret and evaluate program funding plans and monitor execution, identifying actual or potential program funding issues and monitor program objectives.

• This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11/12) or pay band (DA-04) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Financial Management Analyst. Specialized experiences must include duties related to the following: (1) Performing work related to financial formulation and utilizing execution processes; (2) Extracting information and providing data analysis using Excel formats; (3) Mentoring and supervising employees including directing and prioritizing work assignments; (4) Developing, and managing the execution of budgets, as well as making recommendations when required; and (5) Interpreting customer requirements and providing written and oral communication across all levels of leadership.
