Provide fleet management and other administrative support to the Durham VA Medical Center, Community Based Outpatient Clinics (CBOCs), Outpatient Clinics (OPC's), DAV Chapters, Vet Centers, and other VA Programs as required.

Duties

Major duties include but are not limited to but are not limited to: Management Review Programs: Responsible for coordination of the Service Quality Management and Occupational Safety and Health Programs, which include VISN and JCAHO requirements to provide a broad data base for management decisions, including administration of programs and evaluation of effectiveness. Aware of quality assurance aspects and assembles and monitors current required materials to assist the Chief, Engineering Service in satisfying requirements. Incumbent prepares Service's documentation for accreditation process. Provides information and participates in Annual Management Review, Management Briefings, Human Resources Management Reviews, and other reviews as required. Assists in the development of long and short-term internal policies, goals, and objectives. Analysis of Staffing Requirements, Workload Recording, and Reports: Requests information from subspecialty areas, staff, technicians, and other medical center disciplines in order to provide staffing analysis, workload statistics and a variety of reports. Provides technical support and assistance to the Chief, Engineering Service, Engineering Service Supervisors, and other staff by conducting studies, gathering and compiling materials for sources mentioned above, developing policy statements, and completing special assignments and projects. Fiscal Management/Equipment Accountability/Space Utilization: Incumbent coordinates the control points assigned to the Service and, in conjunction with the Chief, Engineering Service, assists with development of annual budget input/requests. Assembles and compiles budget information and provides Engineering management with running account of funds allocated and expended. Recommends interim budget adjustments where necessary. Analyzes stock levels and usage to assist with forecast of accurate future budget needs. Incumbent assists with overall management of property assigned to the Service and insures that all existing equipment is included in the preventive maintenance program. Updates and is responsible for reconciliation of Consolidated Memorandum of Receipt (CMR) records and equipment listings when necessary. Makes recommendations for procurement/replacement of equipment. Management of Human Resources: Provides guidance to the Chief, Engineering Service and Engineering Service Supervisors on numerous topics such as: labor relations, position management, position classification, performance evaluations, disciplinary actions, and the awards programs. Knowledge of Union/Management Agreement is sufficient for incumbent to advise the Service Chief and Supervisors on employee relations. Works in conjunction with the Chief, Engineering Service and Engineering Service Supervisors to solve employee problems. Provides guidance and administrative support in developing and/or rewriting both position descriptions and appropriate performance standards for positions within the Service. Management Committee Responsibilities: Attend meetings as alternate/designee for Chief, Engineering Service in order to provide continuity and obtain information to insure a smooth operation of the Service. When appropriate, arranges for representation by subordinate staff members at administrative meetings, committees, and functions by determining nature and scope of event and the needs of the Service. Attends Service Staff Meetings and provides information and feedback on administrative matters pertaining to Top Management's position on fiscal, human resources management, supplies, space, remodeling projects, etc. Conducts Service level meetings when needed. Fleet Management: The Fleet Manager must be thoroughly knowledgeable and is continuously researching rules, regulations, policies, and procedures (i.e. CEOSH, VA Vehicle Fleet Management Guidebook, FMR, state regulations, VA and GSA regulations, DOE and EPA regulations, etc.) to ensure that all fleet management programs are in compliance. The incumbent orders/cancels vehicle credit cards, reviews monthly credit card statements checking for fraud and misuse, and reconciles all purchases on credit card statements. The incumbent reports all GSA mileages monthly and reviews monthly GSA bills for accuracy. GSA monthly bills are separated into various vehicle categories and users prior to processing. All vehicles are evaluated monthly for underutilization, and program officials notified in writing when vehicles are not fully utilized according to VA criteria. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: SPECIALIZED EXPERIENCE/EDUCATION for GS-7: You must possess at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-5 level in the Federal service. Examples of specialized experience would typically include, but are not limited to: Performing administrative functions for a service, to include office support, document control, logistics, and related administrative duties, tracking and responding to memoranda and letters, ordering supplies and compiling forms. Assisting with formulating various budgets, monitoring projects, interpreting administrative policies, developing local policies, providing advice to management, maintaining systems and generating various weekly, monthly and annual reports; Knowledge of qualitative and quantitative techniques and assessment tools for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; Provides guidance to the Chief, Engineering Service on numerous topics such as: labor relations, position management, position classification, performance evaluations, disciplinary actions and the awards programs. Knowledge on the following: ADPAC, Timekeeping, PIV Sponsor, Email Coordinator etc. OR 1 full year of graduate level education OR Superior Academic Achievement SPECIALIZED EXPERIENCE/EDUCATION for GS-9: You must possess at least one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-7 level in the Federal service. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel); Develops new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations; Analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, along with knowledge of the mission, organization, and work processes of SPS processes and operations; Knowledge of resource management principles as they apply to Engineering staffing, support staff levels, space and facilities management, and procurement of supplies; Formulating various budgets, monitoring projects, interpreting administrative policies, developing local policies, providing advice to management, maintaining systems and generating various weekly, monthly and annual reports. Physical Requirements: The work is primarily sedentary, but does require some walking, bending, stooping, standing stretching and carrying moderately heavy items, such as, but not limited to; manual documents, office supplies and/or data reports. Also, work involves spending a significant amount of time performing keyboard data entry and prolonged periods of data review via computer monitor. Concentration and sustained performance under prolonged stress may be required due to time factors in completion of work assignments within specified deadlines.
